    What is PRC ( Pay Revision Commission )?
    PRC came from English words Pay Revision Commission. For every 5 Years State Govt will appoint Pay Revision Committee to study the possibilities and real need of employees. This Committe study the things Pay fixation  Basic pays DA Fitment. According to the findings committee will decide basic pays. Fresh Master Scales Increments Dearness Relief. This Pay Revision Committee will study previous PRC Report and Submit Scientific Basic Pays to Govt.

    What is IR ( Interim Relief )?
    After Forming every PRC it will take minimum 6months time to study the actual things at ground level and to decide Basic Pays DA Master Scales Allowances. Meanwhile Govt anounce some percentage of payment to cover the delay of applying new pay scales to Employees is called Interim Relief IR. This IR will continue up to awarding Revision of Pay Scales to Employees

    What is PRC Fitment?
    According to the Rates index, Percentage of increment in Basic Pays Govt will anounce Percentage of Increment in Basic Pays is called Fitment. In 2015 PRC Both AP and Telangana Employees got 43% Fitment in Existing Pay Revision Commission. This PRC Time is up to 31.06.2018. New PRC should be anounced from 01.07.2018 in both states

    What are Master Scales?
    Series of Basic Pays is Called Master Scales. Equating Old Basic Pays and DA PRC will decide Basic Pays and Increments and Submit Report to Govt. Fixation of Basic Pays, Increments will be mentioned in Master Scales

    What is Notional Fixation
    The period from PRC Implementation Date and Actual Payment of New Salaries is Called Notional Period. The Fixation done in this period is called Notional Fixation. This situation arise because of Govts not implementing PRC at Right time


    Ratio of DA Dearness Relief
    The DA Value will change according to the Central DA. State Govt will Pay DA according to the Central Govt DA Percentage

    పీఆర్సీ విధి , విధానాలు: 
    ప్రతి ఐదేళ్లకు రాష్ట్ర ఉద్యోగ, ఉపాధ్యాయులకు పీఆర్‌సీ ద్వారా ప్రభుత్వం వేతనాలు పెంచుతుంది. పీఆర్‌సీ సమయంలో ఫిట్‌మెంట్‌, ఐఆర్‌ , ప్రారంభ డీఏ, నోషన్‌ ఫిక్సేషన్‌ తదితర పదాలు వినిపిస్తాయి. 2018 జూలై ఒకటి నుంచి ప్రభుత్వ ఉద్యోగులకు, ఉపాధ్యాయులకు నూతన వేతనాలు అమలు చేయడానికి 11వ వేతన సవరణ సంఘాన్ని నియమించాలని ఉద్యోగ, ఉపాధ్యాయ సంఘాలు డిమాండ్‌ చేస్తున్నాయి. ఈ నేపథ్యంలో పీఆర్‌సీ విధి విధానాలను తెలంగాణ రెవెన్యూ ఉద్యోగుల సర్వీసుల సంఘం గౌరవ అధ్యక్షుడు హరి అశోక్‌కుమార్‌ వివరించారు.

    పీఆర్సీ  PRC
    పీఆర్‌సీని ఆంగ్లంలో పే రివిజన్‌ కమిటీ (వేతన సవరణ సంఘం) అని పిలుస్తారు. ప్రతి ఐదు సంవత్సరాలకు ఉద్యోగ, ఉపాధ్యాయులకు, పింఛన్‌ దారులకు వేతనాలను స్థిరీకరించి తాజాగా వేతనాలను సవరించి ప్రభుత్వానికి ప్రతిపాదనలు సమర్పిస్తుంది. వేతన సవరణ తేదీ నాటికి ఉన్న మూల వేతనం, కరువు భత్యం, ఫిట్‌మెంట్‌లను కలిపి వచ్చిన మొత్తాలను తాజాగా మూల వేత నాలుగా కూర్పు చేసేదే పీఆర్‌సీ. తాజా మాస్టర్‌ స్కేలు, ఇంక్రిమెంట్లు, కరువు భత్యంలను ప్రతిపాదించేదే పీఆర్‌సీ. తాజా ద్రవ్యోల్బణం, అయిదేళ్లలో ధరల స్థిరీకరణ సూచికను పరిశీలించి, గత పీఆర్‌సీ నివేదికలను పరిశీలించి లోపాలను సవరించి శాస్త్రీయం గా తాజా మూల వేతానాలను ప్రతిపాదిస్తుంది.

    మధ్యంతర భృతి(ఐఆర్‌) 
    ప్రతీ పీఆర్‌సీ కమిటీ వేసిన తరువాత సకాలంలో వేతన సవరణ జాప్యానికి ప్రతిఫలంగా మంజూరయ్యే భృతినే మధ్యంతర భృతి అంటారు. ఇది ప్రస్తుత కాల ధరల సూచిక, ద్రవ్యోల్బణం విలువలపై ఆధారపడుతుంది. పీఆర్‌సీ అముల్లోకి వచ్చిన వెంటనే ఐఆర్‌ రద్దవుతుంది

    ఫిట్‌మెంట్‌ 
    తాజా ద్రవ్యోల్బణం ధరల సూచికను ఆధారం చేసుకొని మూల వేతనాలను పెంచాల్సిన స్థితిశాతాన్ని ప్రభుత్వం నిర్ధారించి పీఆర్‌సీలో ప్రకటించేదే ఫిట్‌మెంట్‌ అంటారు. అయిదేళ్ల కాలంలో పెరిగిన ధరల స్థితిని సమన్వయ పరిచి ఉద్యోగి జీతాన్ని ఫిట్‌మెంట్‌ ద్వారా పెంచుతారు. ప్రారంభ డీఏ, పీఆర్‌సీ జరిగిన వెంటనే గత కరువు భత్యం విలువ రద్దయి వెంటనే తాజాగా ప్రకటించే కరువు భత్యాన్ని ప్రారంభ డీఏ అంటారు. డీఏ కలపడంలో వేతన స్థిరీకరణ జరిగే తేదీ నాటికి ఉన్న డీఏను మూల వేతనంలో కలుపడాన్ని డీఏ మెర్జ్‌ అంటారు

    మాస్టర్‌ స్కేల్‌: 
    మూత వేతనాల శ్రేణినే మాస్టర్‌ స్కేల్‌ అంటారు. పాత మూల వేతనాలు, కరువు భత్యం, ఫిట్‌మెంట్‌లను సమన్వయ పరిచి తాజా ధరల స్థితిని బేరీజు వేసి ఇంక్రిమెంట్ల కూర్పులో నూతన మూల వేతనాల శ్రేణిని కమిటీకి నివేదిస్తారు. కొత్త మూల వేతనాలు, మాస్టర్‌ స్కేల్‌ను బట్టి నిర్ణయిస్తారు. మాస్టర్‌ స్కేల్‌లో మూల వేతనాల ప్రతి సంవత్సరం పెరిగే ఇంక్రిమెంట్‌ విలువలు పొందు పరుస్తారు. వేతన స్థిరీకరణలను మాస్టర్‌ స్కేల్‌ ప్రకారం జరుపుతారు.

    TS PRC 2020 Proposed Pay Scales and Allowances Details

    Master Scale and its Segments:

     The minimum and the maximum having been fixed the issue now for consideration is the number of scales which are to be carved out of the Master Scale and the span of each one of the scales. Keeping in view the predominant view of employees, the Commission recommends the ‘Master Scale’ to comprise of 32 grades and 80 segments.  Since the tradition in the State has been to revise the pay every five years, the DA sanctioned as on 1/7/2018 is subsumed in the Revised Pay Scale. The new Master Scale recommended by this Commission for adoption from 1/7/2018 is as follows:

       In the proposed scale the highest is to be assigned to Law Secretary besides Secretaries of Legislature, Additional Secretaries to Government and some Heads of Departments.   If the Law Secretary is from Judicial Department, as is the current practice, he will continue to remain in the Scale recommended by the National Judicial Commission and adopted by the States.

    నోషనల్‌ ఫిక్సేషన్‌ 
    పీఆర్‌సీ అమలైన తేదీ నుంచి ఆర్థిక లాభాలు నగదుగా చెల్లించే తేదీకి మధ్య గల కాలాన్ని నోషనల్‌ పిరియడ్‌ అంటారు. ఈ పీరియడ్‌లో జరిగే స్థిరీకరణనే నోషనల్‌ ఫిక్సేషన్‌ అంటారు. ప్రభుత్వం పీఆర్‌సీని సకాలంలో జరపకపోవడం వల్ల నోషనల్‌ పిరియడ్‌ వస్తుంది. నోషనల్‌ కాలంలో పెరిగిన వేతనాలను ప్రభుత్వం చెల్లించేందుకు ఈ కాలంలో పదవీ విరమణ చేసిన వారికి గ్రాడ్యూటీ, పెరిగిన మూల వేతనాలకు చెల్లించరు. ఈ కాలంలో ఉద్యోగులు ఆర్థికంగా నష్టపోతారు.

    నైష్పత్తిక డీఏ
    ప్రతీ పీఆర్‌సీలో డీఏ విలువను మార్పు చేస్తారు. కేంద్రం ప్రకటించే ప్రతి ఒక్క శాతం డీఏకు అనుగుణంగా రాష్ట్ర ప్రభుత్వం చెల్లించే డీఏను నైష్పత్తిక డీఏ అంటారు.

    TS 1st PRC RECOMMENDATIONS 
     
    ▪️The Commission recommends a fitment of 7.5% on Basic Pay.
     
    ▪️Commission recommends a conversion factor of 0.910 for sanction of DA from 1.1.2019.  It means that for every 1% increase in DA sanctioned by Govt of India
     
    ▪️The existing rates of HRA viz. 30%, 20%, 14.5% and 12% has been changed to *24%, 17%, 13% and 11%* respectively for different places, based on population.  This has been done keeping 7th CPC recommendation in view.
     
    ▪️The age of superannuation is extended from 58 years up to 60 years.
     
    *▪️The Child Care Leave (CCL) be enhanced from 90 days to 120 days in the case of normal children*
     
    *▪️CCL be extended to single male parents who may include unmarried or widower or divorcee employees.*
     
    ▪️It is also recommended to extend the EHS to the retired CPS employees by collecting a lumpsum amount equal to one month pension or as decided by the Government at the time of their retirement.
     
    ▪️Medical Allowance to Service Pensioners and Family Pensioners is recommended to be enhanced from Rs.350/- p.m. to Rs.600/-p.m.
     
    ▪️In place of existing scheme of LTC (anywhere in the State/ Hometown), the LTC facility to visit any place in India once in the block period of  four years, subject to maximum of 4 times in the entire service period, without any limitations regarding distance and amount is recommended.
     
    ▪️The minimum pension/ family pension shall be fixed at Rs.9,700/- p.m. i.e., 50% of the minimum pay in the revised master pay scale.
     
    *▪️The maximum amount of Gratuity payable at the time of retirement recommended to be increased from Rs.12/- lakhs to Rs.16/- lakhs.*
     
    *▪️ Contributory Pension Scheme (CPS)/ New Pension Scheme (NPS):*
     
    It is recommended to increase the employer’s share to 14% of (Basic Pay + D.A.) in place of 10% of (Basic Pay + D.A.), on the lines of GOI.
     
    Invalidation pension / family pension be extended to the employees of State Government covered under the Contributory Pension Scheme and their family members. 
     
    Death Relief (obsequies charges) is extended to retired CPS employees also on par with the  pensioners/ family pensioners under old pension scheme.
