    Pradhan Mantri Kisan Pension Yojana – PM Kisan Yojana: 2 crore farmers to be enrolled for Rs 3,000 monthly pension scheme by central Govt :  The PM-KMY was launched by Agriculture Minister Narendra Singh Tomar in the national capital on Friday which entitles eligible farmers for monthly pension of Rs 3,000 per month.

     

     The government has evolved a new scheme to provide social security pension of Rs 3,000 per month to farmers above the age of 60 years, the Rajya Sabha was informed  . Agriculture Minister Narendra Singh Tomar said the government has approved a pension scheme for all small and marginal farmers (SMF), subject to certain exclusion clauses, with a view to provide social security net as they have minimal or no savings to provide for old age and to support them in the event of consequent loss of livelihood. PM-KMY is a voluntary and contribution-based pension scheme for farmers in the age group of 18 to 40 years. Farmers will have to make a monthly contribution of Rs 55 to Rs 200 depending on the age of entry, in the pension fund till they reach the retirement age of 60 years.

    Pradhan Mantri Kisaan Maandhan

    Pension Scheme for Small and Marginal Farmers
    The Central Government on 31 May 2019 approved a new pension scheme for small and marginal farmers for providing social security

    Under this scheme small and marginal farmers recive a minimum fixed pension of Rs 3,000 per month on attaining the age of 60 years.

    This is a path breaking scheme that will provide pension cover to our industrious farmers who toil day and night to keep our nation fed. It is also for the first time since independence that such a pension coverage has been envisioned for farmers.

    “It is estimated that 5 crore small and marginal farmers will benefit in the first 3 years itself. The Central Government would spend Rs. 10774.50 crore for a period of 3 years towards its contribution (matching share) for providing social security cover as envisaged under the scheme.

    The CSC e-Governance Services India, which manages over 3.5 lakh common service centres across the country, has set a target of enrolling 2 crore small and marginal farmers under the Pradhan Mantri Kisan Maan-Dhan Yojana by August 15. The PM-KMY was launched by Agriculture Minister Narendra Singh Tomar in the national capital on Friday which entitles eligible farmers for monthly pension of Rs 3,000 per month.

    “I have asked all village level entrepreneurs (VLEs) who run over 2-lakh CSCs in villages across India to register at least 100 small and marginal farmers by Independence Day (August 15). All our CSCs will remain open on Independence Day also to complete the target of registering at least 2 crore farmers by Independence Day,” CSC CEO Dinesh Tyagi told PTI on Sunday.

    The Ministry of Agriculture and Farmers’ Welfare has roped in CSC, a special purpose vehicle under the Ministry of Electronics and IT, as exclusive “enrolling agency” for enrollment of subscribers.

    Tyagi said enrolment process is very simple. Any eligible farmer who wants to join the scheme can visit his nearest CSC along with his Aadhaar card and bank passbook or account details. Village Level Entrepreneurs (VLEs), who manage CSCs, will complete online registration process after taking all relevant details of farmers.

    “After the authentication process is completed, the enrolled farmer will be informed and his PM-KMY Pension Card with a unique Pension Account Number will be generated. Under the PM-KMY, which was announced in the Budget 2019-20, a monthly pension of Rs 3,000 will be provided to eligible farmers on attaining the age of 60,” Tyagi said.

    The scheme is being implemented across the country, including Jammu and Kashmir and Ladakh. Farmers holding up to 2 hectare farm land will be eligible for the PM-KMY scheme. The PM-KMY is a voluntary and contribution-based pension scheme for farmers in the age group of 18 to 40 years.

    Farmers will have to make a monthly contribution of Rs 55 to Rs 200 depending on the age of entry in the pension fund till they reach the retirement age of 60 years. The central government will make an equal contribution of the same amount in the pension fund. Farmer’s spouse is also eligible to get a separate pension of Rs 3,000 upon making separate contribution to the fund.

    In case of death of the farmer before the retirement date, the spouse may continue with the scheme. If the spouse does not wish to contribute, the total contribution made by the farmer along with interest will be paid to the spouse, Tyagi said.

    Features of the PM Kisan Pension Yojana

    1. It’s a voluntary and contributory pension scheme for all Small and Marginal Farmers (SMF) across the country.
    2. In this scheme Farmers will have to contribute Rs 55 to Rs 100 per month.
    3. Farmers who’s age between 18 to 40 years they can participate in this scheme
    4. A minimum fixed pension of Rs 3,000 will be provided to the Farmers on attaining the age of 60 years.
    5. The Central Government will also contribute to the Pension Fund an equal amount as contributed by the eligible farmer.
    6. Life Insurance Corporation of India(LIC) managed this scheme’s pension and LIC also responsible for the pension payout.
    7. On the subscriber(Farmer) death, while receiving pension, the spouse of the beneficiary shall be entitled to receive 50 percent of the pension received by the beneficiary as family pension, provided he/she is not already a beneficiary of the scheme.
    8. If, the death of the subscriber happens during the period of contribution, the spouse shall have the option of continuing the Scheme by paying regular contribution.
    9. An interesting feature of the Scheme is that the farmers can opt to allow his/her monthly contribution to the Scheme to be made from the benefits drawn from the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Scheme directly. Alternatively,
    10. A farmer can also pay his monthly contribution by registering through Common Service Centres (CSCs) under MeitY.

    2 హెక్టార్ల వరకు భూమి కలిగిన రైతులు ఈ పథకానికి అర్హలు.

    1. ఇది వాలంటరీ క్రంటిబ్యూషన్ ఆధారిత పెన్షన్ స్కీమ్. 18 నుంచి 40 ఏళ్లలోపు వారు ఈ స్కీమ్‌లో చేరొచ్చు.
    2. కామన్ సర్వీస్ సెంటర్ల (సీఎస్‌సీ) ద్వారా రిజిస్ట్రేషన్ చేసుకోవచ్చు. నమోదు ఉచితం.
    3. అయితే సీఎస్‌సీ సెంటర్లు రూ.30 వసూలు చేస్తాయి. అయితే కేంద్ర ప్రభుత్వమే ఈ డబ్బు చెల్లిస్తుంది.
    4. రైతులు నెలకు రూ.55 నుంచి రూ.200 వరకు చెల్లించాల్సి ఉంటుంది.
    5.  వయసు ప్రాతిపదికన చెల్లించే మొత్తం మారుతుంది. రైతులు చెల్లించే మొత్తానికి సమాన మొత్తాన్ని కేంద్ర ప్రభుత్వం కూడా పెన్షన్ ఫండ్‌కు చెల్లిస్తుంది.
    6. భర్యభర్తలిద్దరూ విడివిడిగా చెల్లించి విడివిడిగా పెన్షన్ పొందొచ్చు.
    7. స్కీమ్‌లో చేరినవారు రిటైర్మెంట్‌కు ముందుగానే మరణిస్తే చెల్లించిన మొత్తాన్ని వడ్డీతోపాటు తిరిగి చెల్లిస్తారు

    The Centre on Friday started registration for the Pradhan Mantri Kisan Maan-Dhan Yojana (PM-KMY), a pension scheme for farmers announced in the Union Budget. Under the PM-KMY, which was announced during the Budget 2019-20, a monthly pension of Rs 3,000 will be provided to eligible farmers on attaining the age of 60.”Today, the PM-KMY registration process has commenced across the country. Till noon, 418 farmers have registered and I request more farmers to join the scheme,” Agriculture Minister Narendra Singh Tomar said announcing the launch of the scheme. The scheme will be implemented across the country, including Jammu and Kashmir and Ladakh, he said.

    “Despite working hard, farmers do not earn enough. Therefore, ensuring social security is important. We have taken several measures to ensure better income and the PM-KMY is yet another effort towards this direction,” Tomar said.

    The minister further said the government is aiming to double farmers’ income in the next five years. The Centre is in constant touch with states and making efforts to ensure all key schemes reach the farmers, he said.

    “After government came to power, the Prime Minister asked each ministry to implement key programmes in the first 100 days. The launch of PM-KMY registration process is a step towards that direction,” the minister said.

    Farmers holding up to 2 (rpt) 2-hectare farm land will be eligible for the PM-KMY scheme. It is a voluntary and contribution-based pension scheme for farmers in the age group of 18 to 40 years, he said adding the scheme is meant for small farmers and therefore there is a landholding limit.

    The initial enrolment to the PM-KMY is being done through the Common Service Centres (CSCs). The enrollment is free of cost, the Minister said and added that the CSCs will charge Rs 30 per enrollment which will be borne by the government.

    The Minister said the farmers will have to make a monthly contribution of Rs 55 to Rs 200 depending on the age of entry, in the pension fund till they reach the retirement date. The Central government will also make an equal contribution of the same amount in the pension fund, he added.

    If the spouse does not wish to contribute, the total contribution made by the farmer along with interest will be paid to the spouse. In the absence of any spouse, total contribution along with interest will be paid to the nominee.

    If the farmer dies after the retirement date, the spouse will receive 50 per cent of the pension as family pension. After the death of both the farmer and spouse, the accumulated corpus will be credited back to the pension fund.

    The beneficiaries may opt voluntarily to exit the scheme after a minimum period of five years of regular contributions. On exit, their entire contribution will be returned by pension fund manager Life Insurance Corporation (LIC) with an interest equivalent to prevailing saving bank rates.

    The Minister further said that the farmers, who are also beneficiaries of the PM-KISAN scheme, will have the option to allow their contribution debited from the benefit of that scheme directly. In case of default in making regular contributions, the beneficiaries are allowed to regularise the contribution by paying the outstanding dues, along with prescribed interest.

    There will be an appropriate grievance redressal mechanism of LIC, banks and the government. An empowered committee of secretaries has also been constituted for monitoring, review and amendment of the scheme, the minister added.
