TG Schools Annual Grant Utilization Guidelines- School Grant / Maintainance Grant Norms 2026-27

TG Samagra Shiksha – Annual Composite School Grant / Maintainance Grant Utilization Guidelines & Utilization Rules:  The Directorate of School Education & Ex-Officio Project Director, Samagra Shiksha, Telangana, Hyderabad, has issued comprehensive guidelines for the utilization of the Annual Composite School Grant and Sports Grant for Government, Local Body, Model Schools, and other eligible institutions. 

 All the District Educational Officers & District Project Officers, Samagra Shiksha in the State are informed that the following guidelines have to be followed for utilisation of the Composite School Grant sanctioned to Government & Local Body Schools (including Junior Colleges), Model Schools, KGBVs, Other State Government Schools, and Tribal Welfare Department Schools (Primary, Ashram and Junior College) in the State for the year 2026-27, as per the criteria below:

  Composite School Grants 2026-27 School wise details 

Authority: Directorate of School Education & State Project Director, Samagra Shiksha, Telangana, Hyderabad.

Subject: Guidelines for the utilization of the Composite School Grant in Government, Local Body, Model Schools, KGBVs, Other State Government, Tribal Welfare (TW) Department, and TW Ashram Schools for 2026–27.

Reference  : Proceedings dated August 2, 2026 (Rc.No. 2191/CSG/TSS/PLG/IZ/2026-2).

  • TG Schools Annual Grant  2026-27  Enrolment-Wise Grant Allocation Slabs
  • Headmasters and School Management Committees (SMCs) must follow the prescribed financial slabs and expenditure rules outlined below.
  • Funds are released to school management committees based on the school’s student enrolment:

Utilisation of Grant:

  • Release of grant to Government & local Body Schools (including Junior Colleges), Model Schools, KGBVs, Other State Government Schools, and Tribal Welfare Department Schools (Primary, Ashram and Junior College).
  • Provision of stationery, i.e., chalk pieces, white papers, registers, etc., and conduct of exams.
  • Utilising grants to celebrate National Festivals, i.e., Independence Day and Republic Day, etc.
  • Payment of internet charges.
  • Not to utilise the School Composite Grant for payment of electricity bills, as Government has issued orders vide G.O.Ms.No.zo, Enerry (Power-I) Department, dated o5.o9.2024, providing free power supply to Government Educational Institutions in Telangana State (copy enclosed).
  • Repairs to computers, projector, K-Yan, TV, etc.
  • Cable, internet charges and other expenditure relating to digital classes.
  • Purchase of consumables/chemicals, etc., for Science lab.
  • Replacement and repair oflaboratory equipment.
  • Minor repairs to doors, windows, flooring, etc.
  • Providing drinking water.
  • 10% of the grant to be utilised for purchase of liquid soap for hand wash and toilet-cleaning material, as part of the “Swachhta Action Plan”.
  • Schools haring CWSN students may utilise up to Rs. 1o,ooo/- from the Composite School Grant for providing railings and other minor accessibilitly facilities, wherever required, to facilitate safe and barrier-free access with in the school premises.
  • If the school does not have ramp it has to be now taken up with this budget.
  • Rain water harvesting Pit may be taken up with this grant.
  • One of the existing toilet can be upgraded as CWSN with this budget.

School Sanitisation Guidelines

  • The follor.ring sanitation and hygiene measures shall be ensured in every school.
  • Separate toilets for boys and girls, hand-washing facilities and safe drinking Water shall be made available. . Adequate stock of soap, hand sanitiser/alcohol rub or chlorine solution and other cleaning materials shall be maintained at all times.
  • School premises shall be cleaned, sanitised and disinfected regularly with proper ventilation.
  • As per G.O.Ms.No.21, School Education (Prog-I) Department, dated 3o.o7.2o24, the Amma Aadarsha Patashaala Committee (AAPC) shall utilise the separate School Facility Maintenance Grant, in addition to the Composite School Grant, for cleaning toilets, maintaining school premises and watering plants.
  • WHO-recommended o.5% sodium hypochlorite solution shall be used for disinfecting surfaces, and, 70% isopropyl alcohol for small items. Cleaning staff shall be provided with appropriate protective equipment.

General Guidelines for Accountability

  • The following accountability measures shall be followed:
  • The School Management Committee (SMC)/ Amma Aadarsha Patashaala Committee (AAPC) shall pass a resolution for utilisation of the grant and maintain it on record. 
  • A social audit of the grant utilisation shall be conducted by the SMC/AAPC.
  • Stock registers and issue registers shall be maintained for all items purchased and utilised.
  • Details of expenditure and the balance amount shall be displayed on the school notice board. 
  • Grant utilisation shall be reviewed in every monthly SMC/AAPC meeting.
  • A cash book and supporting vouchers shall be maintained for all transactions. 
  • The second instalment shall be released only after full utilisation of the first instalment.
  • Funds shall be utilised based on the actual requirements of the school and shall not remain unspent up to 31st March.
  • Bills shall be obtained at the time of purchase and not after withdrawl of funds.
  • The Head Master/Principal shall be responsible for ensuring proper utilisation ofthe grant in accordance r.r.ith these guidelines.
  • The District Educational Officer (DEO) and Mandal Educational Officer (MEO) shall monitor the utilisation of the grant.

Therefore, all the District Educational Officers & District Project Officers, Samagra Shiksha in the State are requested to take necessary action to issue instructions to all the Head Masters/Principals of Gorernment & Local Body Schools (including Junior Colleges), Model Schools, KGBVs, Other State Government Schools, and Tribal Welfare Department Schools (Primary, Ashram and Junior College) in the State for utilisation ofthe Composite School Grant for the year 2026-22.
