Telangana New Employees Health Scheme (NEHS) Guidelines 2026 have been issued by the Employees Health Care Trust (EHCT),Government of Telangana vide the Proceeding No. 01/EHCT/NEHS/1505/2026 dated 22 August 2026 . The comprehensive guidelines provide the framework for coverage, health cards, cashless treatment, Wellness Centres, hospital empanelment, financial coverage, employee contributions, grievance redressal and other operational aspects of the scheme.  The guidelines are stated to come into force with effect from 17 July 2026.

The Government of Telangana introduced the New Employees Health Scheme (NEHS) to provide cashless and comprehensive healthcare services to serving State Government employees, service pensioners, family pensioners and their eligible dependants through the Employees Health Care Trust (EHCT). The framework for adrninistration of the Scheme was prescribed, inter alia, in G.O.Ms.Nos.174, 175 and 176, dated 01.11.2013; G.O.Ms.No.32, dated 03.11.2014; G.O.Ms.No.36, dated 27.11.2014; G.O.Ms.Nos.97 and 98, dated 07.06.2017; and G.O.Ms.No.186, dated 08.10.2023.

What is the New Employees Health Scheme (NEHS)?

The Telangana Government introduced the New Employees Health Scheme (NEHS) to provide cashless and comprehensive healthcare services to serving State Government employees, service pensioners, family pensioners and their eligible dependants through the Employees Health Care Trust.

The new guidelines provide a comprehensive framework for implementation, administration and operation of the scheme.

Who is Eligible Under NEHS 2026?

The guidelines cover the following categories:

Serving Employees

  1. All regular State Government employees.
  2. Provincialized employees of local bodies.
  3. Aarogya Bhadratha beneficiaries of the Police Department.
  4. Aarogya Sahayatha beneficiaries of the Prohibition & Excise Department, subject to the prescribed implementation modalities.

Retired Employees

  1. All Service Pensioners.
  2. Family Pensioners.
  3. Re-employed Service Pensioners.

The scheme also covers eligible dependant family members of serving employees, service pensioners and family pensioners. Existing Government Orders continue to govern beneficiary categories, family constitution, dependency criteria and exclusions unless otherwise specifically ordered by EHCT.

NEHS Digital Enrollment Through IFMIS

The guidelines provide for a digital beneficiary management system.

Beneficiary and dependant details will be enrolled and validated through IFMIS and integrated with EHCT.

Employees, service pensioners and family pensioners are required to verify, update or submit their particulars through the concerned:

  • Drawing and Disbursing Officer (DDO)
  • Pension Payment Officer (PPO)
  • Sub-Treasury Officer (STO)

The system also provides mechanisms for resolving exceptional, unmatched and disputed cases through IFMIS.

New NEHS Health Cards

New EHS Health Cards will be generated digitally and made available through the NEHS mobile application and web portal after validation and certification of the beneficiary database through IFMIS.

The digital Health Card, QR code or other secure credential notified by EHCT will be accepted by empanelled hospitals and Wellness Centres for beneficiary identification and authentication.

Important

Until the new Health Cards are issued, eligible beneficiaries can continue to receive treatment using the applicable Employee/Pensioner Identity Number.

An eligible beneficiary cannot be denied admission or treatment merely because the new NEHS Health Card has not yet been issued.

Correction of Employee and Family Details

The guidelines provide for an online procedure for:

  • Correction of demographic details
  • Addition of eligible dependants
  • Deletion of dependants
  • Dual-spouse declarations
  • Resolution of IFMIS mismatches

Changes are required to have a verifiable audit trail through the concerned authorities and integration with the NEHS portal.

Outpatient Treatment

Eye examination facilities include visual acuity, refraction, intraocular pressure and fundoscopy.

Medicines Through Wellness Centres

Prescribed medicines, surgical consumables, supportive accessories, emergency drugs and life-saving medicines required for common ailments and long-term treatment will be provided through Wellness Centres according to the approved formulary and procurement procedure.

The guidelines specifically provide for medicines relating to several areas including diabetic, cardiac, renal, oncological, neurological, orthopaedic, ophthalmic, dental and other conditions.

Referral Facility

If a required investigation is not available at a Wellness Centre, beneficiaries may be referred to Government diagnostic facilities through a cashless referral mechanism.

Cases requiring inpatient treatment may be referred to empanelled network hospitals with a physical or electronic referral containing the provisional diagnosis and available clinical records.

Emergency Direct Admission

One of the important provisions under NEHS is Emergency Direct Admission.

In an emergency, a beneficiary may be admitted directly to the nearest empanelled network hospital without prior referral.

The admission must be intimated to EHCT immediately and, in any case, not later than 48 hours from the time of admission.

Inpatient Treatment Under NEHS

The scheme provides end-to-end cashless inpatient treatment through empanelled Government and private network hospitals for approved:

  • Medical procedures
  • Surgical procedures
  • Day-care procedures

The NEHS guidelines adopt 1,816 CGHS packages and package rates notified in October 2025, as approved by the Board of Trustees.

An approved package includes the services, medicines, consumables, investigations, implants/devices and follow-up care specified in the relevant package.

An empanelled hospital cannot demand additional payment from the beneficiary for items already included in the approved package.

Hospital Categories

For empanelment and application of package rates, hospitals may be categorised as:

  1. Non-NABH Hospitals
  2. NABH Hospitals
  3. NABH Super-Specialty Hospitals

Beneficiary Liability

A beneficiary should not be required to pay for services or items included in the approved package.

However, if a beneficiary voluntarily chooses accommodation higher than the entitled room category or chooses a service/item that is not admissible under the package, the applicable differential amount will be borne by the beneficiary.

The guidelines also state that OPD consultations and investigations at empanelled hospitals will be payable by the beneficiary at applicable CGHS package rates.

Treatment Outside Telangana

Ordinarily, prior approval from EHCT is required when the necessary treatment is not available within Telangana.

In an emergency outside the State, the beneficiary may be admitted to the nearest appropriate hospital. EHCT must be informed within 24 hours and in any case not later than 48 hours.

The beneficiary is required to submit prescribed documents such as the emergency certificate, essentiality certificate, discharge summary, original invoices and other records.

NEHS Financial Coverage – ₹3 Lakh Per Episode

A major feature of the NEHS 2026 guidelines is the financial coverage.

Employees, pensioners and eligible dependant family members are entitled to ₹3.00 lakh per episode of illness, with no limit on the number of episodes.

Importantly, where the treatment cost exceeds ₹3 lakh, cashless treatment will continue, and a network hospital cannot deny treatment merely because the cost exceeds ₹3 lakh.

The ₹3 lakh limit does not apply where a predetermined package rate itself is above ₹3 lakh.

Hospital Room Entitlement

Beneficiaries are classified into slabs based on Pay Grade.

The guidelines provide the following structure:

Pay Grade Slab Accommodation
1 to IV Slab-A Semi-Private Ward
V to XVII Slab-B As prescribed under the applicable entitlement
XVIII and above Slab-C Private Ward

For service pensioners and family pensioners, the applicable slab is determined with reference to the Pay Grade of the post from which the pensioner retired.

Eligible dependants receive the same room entitlement as the principal employee or pensioner through whom they are enrolled.

37 Wellness Centres Across Telangana

The NEHS guidelines provide for expansion of Wellness Centres.

There are currently 12 Employees/Journalists Health Scheme Wellness Centres.

The Government plans to establish 25 additional Wellness Centres, taking the total number to 37 Wellness Centres.

The centres are intended to ensure access across all 33 districts of Telangana.

Locations will be finalised based on factors including:

  • Beneficiary concentration
  • Geographical accessibility
  • Government infrastructure
  • Patient load
  • Administrative feasibility

The additional centres may be established in Government General Hospitals, Government Teaching Hospitals, District Hospitals, Area Hospitals or other suitable Government premises.

Hospital Empanelment

Hospitals will be empanelled based on factors including:

  • Infrastructure
  • Qualified specialists
  • Nursing and paramedical staff
  • Equipment
  • Diagnostic facilities
  • Accreditation status
  • Geographical necessity
  • Quality standards
  • Patient safety

The list of empanelled hospitals is to be made available through the official EHCT website, mobile application and other communication channels.

For immediate implementation, existing EHS network hospitals for existing specialties will be deemed empanelled under NEHS until their current empanelment validity expires. Similarly, DME-empanelled hospitals for Medical Reimbursement will be deemed empanelled until the expiry of their existing validity.

NEHS Health Scheme Contributions

Employee Contribution

Every serving employee will contribute:

1.5% of Basic Pay drawn for the month.

Pensioner Contribution

Every service pensioner and family pensioner will contribute:

1.5% of Basic Pension drawn for the month.

The contribution will be recovered at source before payment of salary or pension by the concerned DDO, PPO, STO, Pay and Accounts Office or Treasury.

If Both Spouses Are Government Employees/Pensioners

Where both spouses are serving State Government employees, service pensioners or family pensioners, contribution by one spouse alone will be sufficient, subject to submission of the prescribed declaration and identification particulars.

Government Matching Contribution

The State Government will provide an equal matching contribution corresponding to the aggregate beneficiary contribution collected every month.

The Finance Department will make the necessary budget provision and ensure timely release of the matching contribution to the designated EHCT Trust Fund Account.

NEHS Trust Fund

EHCT will maintain a dedicated Trust Fund Account in a Scheduled Bank approved by Government.

Beneficiary contributions and matching Government contributions will be credited directly to the Trust Fund.

The Trust Fund will be used exclusively for admissible claims and approved operational and administrative expenditure connected with NEHS.

Digital NEHS System

The guidelines provide for a new software system, website and mobile application for implementation of NEHS.

The system may include modules for:

  • Beneficiary enrolment
  • Health Cards

Financial audit will examine package-rate compliance, duplicate or irregular claims, contributions, Government matching contribution, hospital payments, procurement and Trust Fund reconciliation.

EHCT will establish grievance redressal mechanisms at:
