    All the RJDSEs, DEOs and POs of SSA in the State are hereby informed that  the academic calendar  have been communicated to all the DEOs in the State with instructions to communicate the same to the HMs of Primary, Upper Primary and High Schools under both Government and Private Managements.Following are the further instructions for the effective implementation of academic calendar.Subject-wise allotment of periods for Primary, Upper Primary and High Schools will be as per the schedule followed during the academic year 2015-16.

    After conduct of SAl and SA2 examinations, the teachers shall value the answer scripts and give it to the children and complete all related Records and Registers. The Answer scripts must be sent to the parents after SAl and SA2 for their verification. The Headmasters are requested to conduct parents meeting after SA 1 and SA2 examinations and discuss the performance of the children. The Cumulative Records must be completed and sent to the parents twice in a year i.e. after SA 1 and SA2 examinations.
    Parents meeting may be convened and results may be discussed, declared and Progress Cards (Cumulative Records) shall be issued to all the children on 20th March,2017. The syllabus for the next academic year shall be commenced from 21st March, 2017 onwards and the syllabus distributions have been shown in the academic calendar for the months of March and April. The Headmasters may be requested to collect the books from the children and maintain a book bank as was done by some of the DEOs during the academic year 2016-1 7. Some assigmnents and home work to the children during summer vacation may be given so that their studies will be continued without a break. The assignments under Formative Assessment-I may be given to the children to perform during summer vacation.
    Academic monitoring of schools to ensure effective implementation of curriculum and achieving the expected learning outcomes.
    • The DEOs shall plan for and ensure strong and effective academic monitoring of schools to ensure effective implementation of curriculum and CCE and ensure children learning achievement.
    • The Dy.EOs may be supported with an expert group of subject specific Head Masters and SRGs/ DR Gs as a panel. The panel inspection of High Schools shall be taken up once in a quarter,
    • The performance of schools against the standards as benchmarked may be taken up in the form of self appraisals followed by external appraisals by the panel. The performance data of the schools shall be put on-line for generating the reports.
    • Similarly, a group with MEO with DRGs and other expert teachers to monitor the Primary Schools.

    The State Level Monitoring Teams will be drafted to the Districts on quarterly basis to observe the functional aspects of schools and implementation of textbooks, CCE procedures, utilization of available resources etc.
    Sports : Two indoor and two outdoor games shall be promoted in each school.
    The periods allotted for health and physical education may be used.
    Vocational Courses: Focus must be on practical trainings and tie up with nearby industries. Special classes on Saturdays and Sundays with a focus on practical. The Principal I HMs are requested to take up a demand survey for establishing vocational courses.
    Book readingsand Library reference may be promoted duly using the periods in absence of subject teachers i.e., teachers on casual leaves etc.,
    •Bala Sabha: Bala sabha may be conducted in every school once in a month on any Saturday evening periods encouraging children to participate in the A1i and . Cultural activities as given in the academic calendar.
    All types of School Grantsand proceduresfor utilization: Following are the procedures for the utilizations of grants released to schools under various schemes and as well as donations received.
     The required items to be purchased i.e., Library books, lab equipment,
    craft material, electrical items, sports items, sanitation items, TLM in all the subjects, computer peripherals etc., must be discussed in a meeting with HM, teachers, SMC members and pass resolutions for purchasing in the required items and record in the minutes book with signatures.
    Purchase committee: A purchase committee may be constituted in the meeting with two teachers and two students of class X (1 boy and 1 girl) the purchase committee shall procure the required material as per the resolution.
    Stock and issue registers: All the procured items must be entered in the stock registers and issues must be recorded.
    Annual stock verification: Every Head Master must constitute a
    committee for the annual stock verification of the stocks I materials as per the stock and issue register in the month of March every year and certify.

    Remedial teaching to address the children backward in basic competencies of reading, writing and arithmetic- steps for implementation:
    1.Conducting baseline study: The performance of the children in the basic competencies of reading, writing and arithmetic along with subject specific basic concept may be assessed for each student in the beginning of the academic year and record the performance. This gives an idea on conduct of remedial teachingto the children back ward in basic competencies.
    2. Responsibility: School Headmasters are responsible for conduct of baseline study and implementation of remedial teaching. This is whole school activity and HM should involve all teachers in this programme.
    3. Remedial programme: Plan for remedial programmeto ensure all children to attain
    basic competencies of reading, writing and arithmetic so as to enable the children to participate in the teaching learning process and involve in self learning.
    4. Targets for achievement and time frame: A target is fixed that there shall be no students without basic competencies of reading, writing and arithmetic pe1iaining to class II to V and VI to X by 301h September, 2016.
    5. Strategy for undertaking remedial teaching : It is up to the Head Masters and their
    staff to discuss and finalize a strategy to achieve the expected competencies of basic literacy and numeracy. The existing primary text books and activities given in them may be used it is insulting to have children without reading and writing even after schooling of 4 to 8 years in our schools. The State monitoring teams shall observe the efforts of Head Master and teachers in planning and addressing the basic competencies among students and progress therein.
    Therefore, the RJDSEs, DEOs and POs of SSA are requested to read the above instructions carefully and discuss the above instructions with Dy.EOs, •DIET staff, MEOs and plan for programmes for effective implementation of curriculum and improve the learning achievement of the children. The DEOs and POs are requested to furnish an action plan on the above issues to the Director of School Education by 251h June, 2016 without fail. The State Level team shall review the initiation of the DEOs and POs in planning and implementation of above issues during the team visits. The Director, SCERT shall monitor the academic issues as above and progress and furnish a report on quarterly basis to the Director of School Education undersigned. The Project Officers and Sectoral Officers of SSA are requested monitor the Elementary Schools and review with MEOs.
    The academic calendars for Primary/ Upper Primary and High Schools are being printed and will be provided to the schools under Government management. Further, academic calendar will be provided for the schools under private management on cost.
    All the RJDSEs, DEOs and POs of SSA are requested to focus on academic issues and monitor the schools for effective implementation of curriculum and CCE and furnish their reports to the DSE on monthly basis.
