Order:
I wish to state that, during the Collectors Conference held on 18.09.2015 it has been directed to explore the possibility of posting Senior Officers as Special Officers of Education in all the Districts.
In this connection, I submit that, at present the Administration of School Education department is functioning with three tier structure from State to District level as follows:
1. State Level with the Secretary, School Education & HOD i.e. Commissioner of School Education.
2. Regional Level there are three Regional Joint Directors of School Education at Kakinada, Guntur and Kadapa.
3. District Level with District Educational Officer for each District assisted by Deputy Educational Officers at Divisional level and Mandal Educational Officers at Mandal level.
Further, I am to state that as per DISE 2014, there are 61128 schools in the State. This includes 40,329 Primary Schools, 9811 Upper Primary Schools and 10982 High Schools are functioning under all managements.
In view of the above facts,
It is proposed to strengthen the existing District Educational Offices by posting Joint Director of School Education as Chief Educational Officer (or) Joint Director of School Education and Educational Officer in the cadre of District Educational Officer as per the following:
1. The existing 3 Regional Joint Directors of School Education (i.e. Kakinada, Guntur and Kadapa) may be converted as Chief Educational Officers or Joint Director of School Education and posted in the same Districts.
2. For the remaining 10 Districts, 10 posts of Chief Educational Officers or Joint Directors of School Education may be created in the cadre of Joint Director of School Education in the District.
3. The existing 13 District Educational Officers may be re-designated as
Educational Officer (Administration).
4. To create 13 Educational Officers (Academic) in the cadre of District Educational Officer
in 13 Districts.
5. There is no financial implications for creation of 10 Chief Educational Officers (or) Joint Director of School Education and 13 Educational Officers and there is saving of Rs.54.40 lakhs due to suppressing of existing Regional Joint Director of School Education offices in the Districts.
In view of the above, I request the Government kindly to issue necessary orders in the matter.
