    Telangana OBC creamy layer income limit raised to ₹8 lakh per annum/ ‘Creamy layer’ income cap for OBCs raised to Rs 8 lakh per annum, Reservation for OBCs in Civil Posts and Services under the Government of India, Criteria to determine the Creamy Layer among BCs, Reservation for Other Backward Classes (OBCs): The ‘creamy layer’ ceiling for OBC reservation has been raised to ₹8 lakh per year. Finance Minister Arun Jaitley had on August 23 announced that the Union Cabinet had been formally apprised of the decision to increase the limit for Central government jobs. The bar defining creamy layer would be raised. “These measures are part of the government’s efforts to ensure greater social justice and inclusion for members of the Other Backward Classes. The creamy layer criteria was introduced at Rs 1 Lakh in 1993, and revised to Rs 2.5 Lakh in 2004, Rs 4.5 Lakh in 2008 and Rs 6 Lakh in 2013 In October 2015 and and Rs 8 Lakh in 2017. The ‘creamy layer’ concept is currently meant only for the OBCs. This concept is currently not applied to the scheduled castes category and scheduled tribes category.     BC’s annual income have 8 lakhs per year should be under the creamy layer category. They have no Reservation and they should be treated as General Category.

    What  is Non Creamy Layer?
    BC’s annual income have below 8 lakhs per year should be under the Non Creamy layer category. They have Reservation and they should be treated as Non General Category.(BC Reservation). ‘Non-Creamy Layer Certificate’ in Telangana.

    ORDER:
    In the reference 8th read above, Government of Telangana, have adapted all the criteria to determine the creamy layer among Backward Classes and the annual income ceiling limit as fixed by the Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, Government of India vide references 1st, 3rd and 6th read above and as adapted by the Government of undivided Andhra Pradesh vide references 4th and 7th read above, as Rs.6.00 lakh per annum for determining the Creamy layer among the Backward Classes.

    2. In the reference 9th read above, Government of India, Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, New Delhi has raised the income limit from Rs.6.00 to Rs.8.00 lakh per annum for determining the creamy layer amongst the Other Backward Classes.

    3. Government after careful examination of the matter, have decided to raise the income limit from Rs.6.00 lakh to Rs.8.00 lakh per annum for determining the creamy layer amongst the Backward Classes in Telangana State.

    4. The Commissioner, BC Welfare, Telangana, Hyderabad shall take necessary further action in the matter accordingly.
