What is Creamy Layer?
BC’s annual income have 8 lakhs per year should be under the creamy layer category. They have no Reservation and they should be treated as General Category.
What is Non Creamy Layer?
BC’s annual income have below 8 lakhs per year should be under the Non Creamy layer category. They have Reservation and they should be treated as Non General Category.(BC Reservation). ‘Non-Creamy Layer Certificate’ in Telangana.

ORDER:
In the reference 8th read above, Government of Telangana, have adapted all the criteria to determine the creamy layer among Backward Classes and the annual income ceiling limit as fixed by the Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, Government of India vide references 1st, 3rd and 6th read above and as adapted by the Government of undivided Andhra Pradesh vide references 4th and 7th read above, as Rs.6.00 lakh per annum for determining the Creamy layer among the Backward Classes.
2. In the reference 9th read above, Government of India, Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, New Delhi has raised the income limit from Rs.6.00 to Rs.8.00 lakh per annum for determining the creamy layer amongst the Other Backward Classes.
3. Government after careful examination of the matter, have decided to raise the income limit from Rs.6.00 lakh to Rs.8.00 lakh per annum for determining the creamy layer amongst the Backward Classes in Telangana State.
4. The Commissioner, BC Welfare, Telangana, Hyderabad shall take necessary further action in the matter accordingly.
