Telecom Regulatory Authority of India TRAI launched . Telecom regulator TRAI on released a complete list displaying maximum retail price (MRP) of pay channels offered by broadcasters to subscribers. TRAI’s new pricing move aims to offer customers an option to pay only for those channels they want to watch. In a step which would substantially cut the monthly DTH and cable bills, TV viewers have been awarded freedom by TRAI to select and pay for individual channels, as against the existing framework where viewers pay for a bouquet of multiple channels. TRAI’s new pricing move aims to offer customers an option to pay only for those channels they want to watch. The regulator doesn’t want the direct to home (DTH) operators to show viewers channels against their choice, making the entire broadcast framework transparent and fair. The new tariff regime requires customers to select 100 channels, out of which 26 are mandatory Doordarshan channels. The channels cost Rs 130 plus 18 per cent GST.  Another 25 channels can also be availed under free to air (FTA) category by paying additional Rs 20. With an exception to Doordarshan, customers can select any channel of their choice under the new regime.

Migration to the New Regulatory Framework for Broadcasting & Cable Services
Telecom Regulatory Authority of India (TRAIl, in March, 2017, notified the new regulatory framework for Broadcasting and Cable services. The framework comprises of:

i) . The Telecommunication (Broadcasting and Cable) Services (Eighth)(Addressable Systems) Tariff Order, 2017
ii). The Telecommunication (Broadcasting and Cable) Services Interconnection (Addressable Systems) Regulations, 2017
iii). The Telecommunication (Broadcasting and Cable) Services Standards of Quality of Service and Subscriber Protection (Addressable Systems) Regulations, 2017

2. The framework was duly re-notified vide press release no. 71/2018 dated 3rd July 2018 prescribing implementation schedule. Accordingly, all the timelines in the above-mentioned framework commenced from 3rd July 2018. As per the implementation schedule all the service providers were required to complete the preparation for migration to new framework by December 28, 2018.

3. The Authority has noticed that there are messages circulating in the media that there may be a black-out of existing subscribed channels on TV screens after December 29, 2018. The Authority is seized of the matter and hereby advises that all Broadcasters/DPOs/LCOs will ensure that any channel that a consumer is watching today is not discontinued on 29.12.2018. Hence, there will be no disruption of TV Services due to implementation of the new regulatory framework. Keeping in view the interest of the subscribers and to enable a smooth transition, the Authority is preparing a detailed Migration Plan for all the existing subscribers. The migration plan will provide ample opportunity to each and every subscriber for making informed choice. This will also enable service providers in carrying out the various activities as stipulated in the new regulatory framework in a time-bound manner.

What happens to existing subscription packs?
According to a TRAI release: “All existing packs/plans/bouquets to the subscribers will continue uninterrupted till 31st January 2019.” It means that the customers may continue with their existing plans till 31 January 2019, while they decide which channels do they wish to continue to watch later.

♦ టీవీ ముందు కూర్చుని రిమోట్‌ నొక్కుతూ ఉంటే వందల కొద్దీ ఛానళ్లు ప్రత్యక్షమవుతూనే ఉంటాయి. అందులో ఓ పదీ ఇరవై తప్ప మిగతావన్నీ మనకి పరిచయం లేనివి, ఆసక్తి అంతకన్నా లేనివే వస్తుంటాయి. పరాయి భాషల్లో రకరకాల ఛానళ్లు వస్తుంటాయి. ఒక్కరోజూ నిమిషంపాటు వాటిని చూసే అవసరం రాదు. చాలాభాగం కుటుంబ సభ్యుల్లో ఎవరూ చూడనివే. కొత్త కేబుల్‌ ఛానళ్ల విధానంతో ఈ పద్ధతి మారనుంది. ఇష్టమైన ఛానళ్లకే డబ్బు చెల్లించి వాటిని వీక్షించే అవకాశం వినియోగదారులకు దక్కనుంది. ఈ నెల 29 నుంచి అమల్లోకి రానున్న కొత్త విధానంలో వంద దాకా ఉచిత ఛానళ్లకుతోడు, మనం డబ్బులు చెల్లించిన ఛానళ్లే ప్రసారమవుతాయి. ఇందులో కుటుంబ సభ్యుల అభిరుచి, ఇష్టాయిష్టాలను బట్టి ఎంచుకొని చూసే అవకాశం ఉంది.

ఇకపై టెలివిజన్‌ ప్రేక్షకులు తాము ఏయే ఛానళ్లు చూడాలనుకుంటున్నారో వాటికి మాత్రమే డబ్బులు చెల్లించే సరికొత్త విధానాన్ని భారత టెలికం నియంత్రణ ప్రాధికార సంస్థ(ట్రాయ్‌) అమల్లోకి తీసుకొస్తోంది. ఈ కొత్త విధానం ఈనెల 29 నుంచి (శనివారం) ప్రారంభం కానుంది. దీని ప్రకారం వినియోగదారుడు నెలకు రూ.130 (పన్నులు అదనం) చెల్లిస్తే సరిపోతుంది. ఇందులో 100 ఉచిత ఛానళ్లు అందుబాటులో ఉంటాయి. ఇవి కాకుండా చెల్లింపు ఛానళ్ల కోసం వినియోగదారులు అదనంగా చెల్లించాల్సి ఉంటుంది. సినిమాలు, క్రీడలు, వార్తలు, ఇతర వినోద ఛానళ్లను చెల్లింపు విభాగంలోకి వస్తాయి. వాటికి చందాదారులుగా మారితేనే వీక్షించే అవకాశం ఉంటుంది. చెల్లింపు ఛానళ్లకు ఒక్కోదానికి ఒక్కోధర ఉంది. ఏ ఛానల్‌ కావాలని కోరుకుంటే, వాటికి మాత్రమే డబ్బులు చెల్లించి చూడొచ్చు. చెల్లింపు టీవీ ఛానళ్లకు గరిష్ఠ చిల్లర ధర ఎంతనేది తెలుసుకునేందుకు ట్రాయ్‌ వెబ్‌సైట్‌ ‌www.trai.gov.in లో పరిశీలించుకోవచ్చు. లేదా ఇప్పటికే పలు ఛానళ్లలో ధరల వివరాల్ని ప్రసారం చేస్తుండటాన్ని గమనించవచ్చు. డిసెంబర్‌ 28 అర్ధరాత్రి తర్వాత ఉచిత ఛానళ్లు మాత్రమే ప్రసారమవుతాయి. దేశవ్యాప్తంగా డీటీహెచ్‌, కేబుల్‌ కనెక్షన్లు అన్నింటికీ ఈనెల 28వ తేదీయే తుది గడువు. 28వ తేదీతో ఛానళ్ల ప్రసారం ఆగిపోవద్దనుకుంటే వీక్షించాలనుకుంటున్న చెల్లింపు ఛానళ్లకు సంబంధించిన జాబితాను స్థానిక కేబుల్‌ ఆపరేటర్‌కు ఇవ్వాల్సి ఉంటుంది. ఈ పద్ధతి వల్ల సగటు వినియోగదారుడు ప్రస్తుతం తాను చెల్లిస్తున్నదానికన్నా రెట్టింపు వ్యయం చేయాల్సి వస్తుందనేది కేబుల్‌ ఆపరేటర్ల వాదన. అయితే, ప్రస్తుత కేబుల్‌ వ్యవస్థ ద్వారా ప్రసారమయ్యే వందకుపైగా ఛానళ్లలో వీక్షకులు అనునిత్యం చూసేవి కొన్నే ఉంటాయని, మిగతావన్నీ వృథాయేనని, ఇకపై అవసరమైన వాటిని మాత్రమే ఎంచుకుని చూసే అవకాశం దక్కుతుందని పలువురు వినియోగదారులు అభిప్రాయపడుతున్నారు.

 ఆంధ్రప్రదేశ్‌, తెలంగాణ రాష్ట్రాల్లో దాదాపు 90 శాతం మంది ప్రేక్షకులు తెలుగు ఛానళ్లు మాత్రమే వీక్షిస్తారని, కేబుల్‌ టీవీలో వచ్చే ఇతర ఛానళ్లన్నీ ఇతర భాషలకు, అంశాలకు సంబంధించినవేనని, వాటిని చూసే అవసరం ఎప్పుడో తప్ప రాదని భావిస్తున్నారు. కుటుంబ సభ్యుల్లో పిల్లలు, వృద్ధులు, యుక్తవయస్కులకు అభిరుచుల వారీగా అవసరమైన ఛానళ్లనే ఎంచుకునే వెసులుబాటు ఉంటుంది. కొత్త విధానంలో వందదాకా ఉచిత ఛానళ్లు ప్రసారమవుతూనే, అదనపు చెల్లింపుతో అవసరమైన చెల్లింపు ఛానళ్లు మాత్రమే రావడం వల్ల అనవసరపు ఖర్చుల భారం ఉండదనే అభిప్రాయాలూ ఉన్నాయి.

Meanwhile, according to the new order by telecom regulator, broadcasters were required to draft per month retail price (MRP) of the channels. In addition, broadcasters were also given the option to offer their customers bouquets of channels, which shouldn’t be priced below 85 percent of the sum of the MRPs of the all channels combined in the pack.
