In order to facilitate and regulate the transfers of Principals, Post Graduate Teachers and Trained Graduate Teachers working in Telangana Model Schools. The Government in Memo.No.4500/Ser.III/2023, dated.22-05-2023 accorded permission to the Director of School Education & Ex-Officio Project Director, Model Schools, Telangana, Hyderabad to take up transfers to Telangana Model Schools (i.e, Principals, PGTs & TGTs) in terms of guidelines and tentative schedule proposed by the DSE & EO PD Model Schools duly placing the matter before the Executive Committee of Telangana Model Schools Secondary Education Society for approval as per sub rule (3) of Rule 9 of G.O.Ms.no.25 SE (Ser.III) Dept., dated.13-12-2019.

The Executive Committee of Telangana Model Schools Secondary Education Society in teams of orders issued in sub rule (3) of Rule 9 of G.O.Ms.no.25 SE (Ser.III) Dept., dated.13-12-2019 (i.e, Service Rules of Model Schools) hereby approves the following Guidelines regulating the transfers of the categories of Principals, Post Graduate Teachers (PGTs) & Trained Graduate Teachers (TGTs) working in Telangana Model Schools in the State of Telangana.

1) These Guidelines shall be called the Telangana Model School Teachers (Regulation of Transfers) Guidelines, 2023.

2) These Guidelines shall be applicable to Principals, PGTs & TGTs working in Telangana Model Schools in the State of Telangana, herein after referred to as Teachers in these Guidelines.

3) These Guidelines shall come into force with immediate effect.

Transfer counseling All transfers shall be by way of online web counseling for each unit of transfer as notified hereunder except PGT/TGTs who are working as NCC officers.

 

a. For the post of Principal Unit of transfer is State.

b. For the Post of Post Graduate Teachers and Trained Graduate Teachers Unit of transfer is zone as per units stipulated in G.O.SM.No.25 SE Dept dated.13-12-2019 i.e, in terms of Presidential Order-1975 due to non alignment of employees working in Telangana Model Schools as per Presidential Order-2018.

 

The Director of School Education & Ex-Officio Project Director, Model Schools, TS, Hyd shall communicate the procedural Guidelines and Schedule for the online / web counseling.

 

 Competent Authority for issuing the transfer orders along with postings :

1) Director of School Education & Ex-Officio Project Director, Model Schools, TS, Hyd. in respect of Principals.

2) Additional Director, Model Schools in respect of Post Graduate Teachers and Trained Graduate Teachers.

 

Criteria for Transfers :

 

The following categories of Principals, PGTs and TGTs working in Telangana Model Schools shall be transferred :

 

(a) Principals who have completed (5) years of service in a particular Model School as on 1st May of the current year shall be compulsorily transferred,.

(b) PGTs & TGTs who have completed (8) years of service in a particular Model School as on 1st May of the current year shall be compulsorily transferred,

(c) Further provided those who are going to retire within three years from 1st May of the current year shall not be shifted until and unless the incumbent requests for such transfer.

•   If no women employees are available to work in Telanagna Model School Girl’s i.e, Gajwel then Male employees who are over and above 50 years of age may be considered for posting to Gajwel school.
•  Principals, PGTs & TGTs who have completed a minimum period of (2) years service in a category of post in a School as on 1st May of the current year shall be eligible to apply for transfer. 
• PGTs & TGTs who have completed (8) years of service as NCC Officer, will be considered for posting in a vacancy in a School where there is a NCC unit by obtaining options and their transfers will be effected manually prior to commencement of web counseling by placing the matter before Transfers Committee constituted as per Guidelines.
• All transfers shall be affected within the same unit of transfers as stipulated in Guideline Number.

Entitlement Points : 

1. Common points : Entitlement points shall be awarded to the Principal, PGT & TGTs who applies for Transfer in the following manner:-a) For service in the present School, basing on its location, as per the following scale, as on 1st May of the current year:-

i. Service in Category-III areas: Three (3) points for every year of service viz. 0.25 points for every completed month.

ii. Service in the Category-II areas: Two (2) points for every year of service viz. 0.16 points for every completed month.

iii. Service in the Category-I areas: One (1) point for every year of service and 0.083 for every completed month.

Note :- The Habitations / Towns shall be classified into the following categories namely:

i. Category — I: All Habitations / Towns where 17% and above HRA is admissible.

ii. Category—II: All Habitations/Towns where 13% HRA is admissible.

iii. Category—III: All Habitations/Towns where 11% “IRA is admissible. 

Special Points (Extra Points):

a. Ten (10) points for un-married Female Principal, PGT & TGTs.

b. Ten (10) points for Principal, PGT & TGTs whose spouse is working in State Government or Central Government or Public Sector Undertaking or Local Body or Aided Institution in the same unit of transfer as the case may be and opted for transfer nearer to and towards the place of working of his/her spouse. Benefit of spouse points shall be applicable to the Principal once in (5) years and PGT & TGTs Teachers once in (8) years. An entry shall be made in this regard in the Service Book. A copy of the Certificate issued by the Competent Authority shall be enclosed to the application to consider cases under this category.

c. Only one of the spouse is entitled for spouse points, if both are working in model schools within the same unit of transfer as the case may be.

In case the entitlement points of two or more applicants are equal, the inter-se seniority shall be determined as below: i. Applicants having disability of more than 40% but less than 70% (Visually challenged / Ortho-handicap / Hearing Impaired) shall take priority.

ii. Subject to the above, the seniority in the cadre shall be taken into account.
