For the last 3years Telangana School Education Department SSA SCERT implementing LEP 3RS to achieve basic competencies from class 3rd to 8th Classes. This year SCERT Telangana replaced the LEP 3RS with Attainment of Basic Competencies ABC Programme. Accordingly detailed Action plan communicated . So it is clear that All Teachers have to conduct Base Line Test / Pre Test as a part of ABC. The attention of all the District Educational Officers and Ex-Officio Project Officers of Samagra Shiksha Telangana in the State is invited to the reference read above through which detailed guidelines were communicated on implementation of Attainment of Basic Competencies • ABC (Moolallokt Veladam) Programme for the children of classes 3rd to 8th in all the Government & Aided Schools in the State.
In continuation to the reference cited. they are informed that Baseline papers for class III to VIII is prepared to assess the basic competencies of children in Reading. Writing (For Telugu. English) and four fundamental Mathematical operations and these papers will be mailed to DPCY’s personal mail with password protected lile. They are instructed to follow the following guidelines for implementing the Attainment of Basic Competencies • ARC (Moolalloki Veladam) Program effectively.
• The confidentiality should he maintained for test items. • The District Educational Officer are requested to send the Question Paper to the Mandel Educational Officers through mail with protected pass word. the Nlandal Educational Officers should supply one set of Xerox copy of the Question Paper to each school through CRTs.

• Evaluate the answer scripts soon after completion of Pm-test and identify children who need remedial teaching.
• Issue instructions to the CRPs and Data Entry Operators to collect the Pre- Test results from PS & UPS and upload through online in prescribed format. The High School (lead Masters have to upload the Pm-Test results data on their own.
• The DEOs. Sectorial Officers. MEOs and Complex I IMs have to adopt mend:As/schools and provide Academic support where ever necessary.
• Issue instructions to Cluster Resource Persons to monitor Primary and Upper Primary Schools and Submit reports on performance of the children to the Complex HMs and MEOs.
• The Head Masters and all teachers have to take collective responsibility to improve Basic competencies of children. Involve all the teachers and assign responsibility to all the teachers for attaining Basic competencies among children.
• Divide the children in to A. B & C groups based on the perlomtance of the children in the Pre-test.
• Prepare Special time table for B & C group children and implement the programme as per needs of the children i.e., half day for Primary School and last 3 periods for High School.
• Maintain child-wise progress in a record as per guidelines.
• The Head masters should review the progress records every week in each class and to give inputs and suggestions for the improvement.
• The District Educational officers should review the progress records on the progress of
Attainment of Basic Competencies – ABC (Moolalloki Veladam) Program with School
Complex Head Masters & MEOs.
• The Head masters are advised to en-courage children to attain Basic Competencies.
• Conduct the Post – Test after completion of Remedial teaching and maintain record of children performance and the same may be uploaded through online within stipulated time schedule.
Hence. the District Educational Officers and Ex-Officio Project Officers of Sainagm Shiksha are requested to give strict instruction to field timed llll aries to conduct Pre-test on 17.07.2019 & 18.07.2019 compulsorily in all Govt. Local body al Aided Schools for Classes III to VIII students, duly follow ing the guidelines and take all neeessars initiatives in the matter for successful implementation of the Attainment of Basic Competencies – ABC (Moolalloki Veladam) Program.

పై విషయం పురస్కరించడాని జిల్లా విద్యాధికారిల కు తెలియజేయునది ఏమనగా 2019-2020 విద్యాసంవత్సరం కోసం ‘బడి బాట’ కార్యక్రమం ద్వారా ప్రభుత్వ పాఠశాలల ఉనికిని, గొప్పదనాన్ని సమాజం లోకి తీసుకెళ్ళి పిల్లల నమోదు పెంచడానికి కృషి చేసిన వారందరికీ అభినందన లు. నమోదు కార్యక్రమం అనంతరం పాఠశాలలో విద్యార్థుల అభ్యసనం మీద
ద్రుష్టి పెట్ట వలసిన అవసరం ఉంది.
బడి లో చేరిన పిల్లలందరూ వారు చదువుతున్న తరగతికి చెందిన సబ్జెక్టు వారి సామర్ధ్యాలను, అభ్యసన ఫలితాలను సారించాలి. ఇది పిల్లల సాయితో ముడిపడిన అంశం. పిల్లలు తాము చదవ బోతున్న తరగతిలో చేరడానికి అవసరమైన కనీస స్థాయిలను కలిగివున్నప్పుడే ఆ తరగతికి నినిర్దేశించిన తరగతివారీ సామర్థ్యాలను, అభ్యసనాఫలాలను సాధించగలుగుతారు.
తరగతి ఏదైనా, సబ్జెక్టు ఏదైనా బోధిస్తున్న ఉపాధ్యాయుడు బోధనాంతానికి చెందిన ప్రాథమిక పరిజ్ఞానాన్ని పిల్లలందరూ కలిగివున్నారా? లేదా? అని పరిశీలించడం బోధనలో ప్రాథమిక అంశము. ఈ అవగాహన తోనే తాము ఎక్కడి నుండి బోధన ప్రారంభించాలి? బోధిస్తున్న విషయాన్ని పిల్లలకు ఎలా అందించాలి? అనే అంశాలు ముడిపడి ఉంటాయి. దీని ప్రాదాన్యతను అర్థం చేసుకున్న ఉపాధ్యాయుడు తమ సబ్జెక్టుల్లో ఉన్నత ఫలితాలను సాధించి పిల్లలకు నాణ్యమైన విద్య నందించగలుగుతున్నారు.
ఈ మధ్య కాలంలో పిల్లల స్థాయి గురించి జరిగిన వివిధ అధ్యయనం ఫలితాలు కొంత ఆలోచింపజేసేలా ఉన్నవి. జాతీయ స్థాయి సాధనాపరీక్ష (National Ahievement Survey)-2017 ప్రకారం 3, 5, 8 తరగతుల్లోని విద్యార్థుల భాష స్థాయి, గణితం లోని సాయి, ఆందోళన కలిగించేదిగా ఉంది. ప్రతీ సంవత్సరం ప్రధమ్ సంస్థ నిర్వహించే అధ్యయనాల్లో
కూడా ఫలిగాలు ఇదే విధంగా ఉన్నవి. చదవడం, రాయడం, గణితంలో చతుర్విద ప్రక్రియలు చేయగలగడం వంటివి ప్రాథమిక తరగతులు పూర్తయ్యేసరికి పిల్లలు సాధించాల్సిన సామర్థ్యాలు. వీటిని కలిగివున్న పిల్లలు ప్రాథమికోన్నత స్థాయి నుండి వివిధ సబ్జెక్టులను నేర్చుకోవడంలో ముందుంటున్నారు. కాబట్టి 3 వ తరగతి నుండి 7వ తరగతి వరకు విద్యార్థులందరూ భాషలో, గణితం లో కనీస స్థాయిని కలిగి ఉండటం అత్యంత ముఖ్యమైనదిగా భావించాలి. వీటిని సాధించడం ప్రాథమిక లక్ష్యం గా భావించి సారించాలి.
2019-20 విద్యా సంవత్సరం లో జూలై మొదటి వారం నుంచి 3 నుండి 7వ తరగతి విద్యార్తులందరూ మాతృభాష, గణితం, ఆంగ్ల భాష లో ఆయా తరగతుల్లో కొనసాగడానికి అవసరమైన కనీస సామర్థ్యాలను సాధించే లా పాఠశాల వారీగా కార్యాచరణ ప్రణాళిక ను రూపొందించుకొని అమలు పరచాలి, కనీసం 45 రోజుల నుండి గరిష్టంగా 60 రోజుల్లోపల వీటిని సాధించాలి.
|ఇందుకోసం 2017-18 విద్యా సంవత్సరం లో పాఠశాల విద్యాశాఖ కమిషనర్ మరియు సంచాలకుల గిరి నుండి స్పష్టమైన ఉత్తర్వులను (ఉత్తర్వు సంఖ్య: 471/ర్. మ్. స్.ఏ /టీ. స్/2015, తేది : 14-07-2017) ఇచ్చి వున్నారు. కనీస సామర్ధ్యాల సాధన కోసం స్పష్టమైన కార్యాచరణ తో కూడిన ఉపాధ్యాయుల కరదీపికలు కూడా అందించారు. ధానోపాధ్యాయులందరికీ శిక్షణ కార్యక్రమాలు నిర్వహించారు. ఆగస్టు మాసం నుండి దీనిని అమలు పరిచి మంచి ఫలితాలను కూడా సాధించారు. అయితే, దీన్ని హర్తి స్థాయిలో అమలు పరిచిన ప్రతి పాఠశాల ఉపాధ్యాయ సిబ్బంది తమ పాఠశాలలో విద్యార్థులందరూ కనీస సామర్ధ్యాలు కలిగివున్నారని ఆత్మవిశ్వాసంతో ప్రకటించగలిగేలా 2019-2020 విద్యాసంవత్సరంలో నష్టమైన కార్యాచరణ ప్రణాళికతో ముందుకు వెళ్ళాలి. దీనికి సంబంధించిన కార్యాచరణ ప్రణాళికను పరిశీలిద్దాం.
LEP 3R’s Programme: Readiness Programme
కార్యాచరణ ప్రణాళిక
పాఠశాల స్థాయిలో చేపట్టాల్సిన వి
1. ప్రాథమిక, ప్రాథమికోన్నత, ఉన్నత పాఠశాలలు, 22.వి.వి. పాఠశాలల్లో Attainment of Basic Competencies-ABC (మూలాల్లోకి వెళదాం కార్యక్రమాన్ని 2019 జూన్ మాసం నుండి అమలుచేయాలి.
2. 3వ తరగతి నుండి 8వ తరగతి వరకు విద్యార్థులందరికీ తెలుగు/ మాతృభాష, ఆంగ్లం, గణితంలో కనీస సామర్గాలు సాధించేలా కార్యక్రమాన్ని నిర్వహించాలి.
3. తెలుగు / మాతృభాషలో విద్యార్థులందరూ ధారాళంగా చదవడం, చదివిన దాన్ని అర్థం చేసుకోవడం, తప్పుల్లేకుండా సొంతంగా చేయగలిగేలా చూడాలి
4. ఆంగ్లం లో కూడా విద్యార్డులందరూ ధారాళంగా చదవడం, చదివిన దాన్ని అర్థం చేసుకోవడం, తప్పుల్లేకుండా సొంతంగా చేయగలిగేలా చూడాలి.
5. గణితంలో కూడికలు, తీసివేత, గుణకారం, భాగహారం లెక్కలు విద్యార్థులు చేయగలగాలి.
6. ఇందుకోసం జూలై మాసం మొదటి వారం లో విద్యార్థుల స్థాయిలను తెలుసుకోవడానికి ప్రారంభ పరీక్ష – తెలుగు, ఆంగ్లం, గణితంలో నిర్వహించాలి.( ప్రారంభ పరీక్ష ప్రశ్నాపత్రాలను అందిస్తారు. )
7. ప్రారంభ పరీక్షధారంగా విద్యార్థులు తెలుగు / మాతృభాష గణితం, ఆంగ్లంలో కనీస సామర్ధ్యాలు కలిగినవారిని, లేనివారిని గుర్తించాలి. తరగరివారీగా విద్యార్థుల జాబితాను రూపొందించాలి.
8. సామర్ధ్యాల వారీగా పట్టికలో చేయగలిగితే (√), చేయలేకుంటే (X) తో గుర్తించాలి.
9. పై పట్టికలో ప్రారంభ పరీక్షా సమాచారాన్ని ప్రాథమిక, ప్రాథమికోన్నత స్థాయిలో CRP లు సేకరించి MIS సహకారంతో ఆన్లైన్ లో అప్లోడ్ చేయాలి. ఉన్నత స్థాయిలో ప్రధానోపాధ్యాయులు ప్రారంభ పరీక్ష ఫలితాలు ఆన్లైన్ లో అప్లోడ్ చేయాలి.
10. పాఠశాల ప్రధానోపాధ్యాయులు తరగతి వారీగా విద్యార్థుల జాబితా ను పరిశీలించి ఉపాధ్యాయులు చర్చించాలి.
11. పాఠశాల వారీగా ఉపాధ్యాయులు, ప్రధానోపాధ్యాయులు కలసి కనీస సామర్థ్యాలు లేని పిల్లలకు మూలాలను నేరుగా ఏ సమయంలో నేర్పాలి ? ఎవరెవరు ఏయే బాధ్యతలు స్వీకరించాలానే అంశాలను చర్చించి ప్రణాళికను రూపొందించుకోవాలి. దాని అమలు పరిచేలా ప్రధానోపాధ్యాయుడు బాధ్యత వహించాలి.
12. 10/15 రోజులకు ఒక సారి కనీస సామర్ధ్యాల సాధన ను గురించి స్లిప్ టెస్ట్ లను నిర్వహించాలి. వీటి ఫలితాలను ప్రధానోపాధ్యాయుడు సమీక్షించాలి. తదుపరి లక్ష్యాలను నిర్ధారించాలి.
13. కనీస సామర్థ్యాలు లేని పిల్లలు మూలాలను నేర్పే సమయంలో మిగతా విద్యార్థులు నష్ట పోకుండా వారి స్థాయికి తగిన కర్యాలు / పనుల తో పిల్లలు అభ్యసనం లో నిమగ్నం చేయాలి.
14. మూలాలను సర్చే సమయంలో పాఠశాలలో రెగ్యులర్ ససిలబస్ కు విఘాతం కలగకుండా పాఠశాల వారీగా ఉపాధ్యాయులు, ప్రధానోపాధ్యాయులు ప్రణాళిక చేసుకోవాలి. అయితే, ప్రాథమిక పాఠశాలల్లో ఉదయం లేదా సాయంత్రం ఒక పూట రెగ్యులర్ సబ్జెక్టు లను బోధించి మరొక పూట మూలాలను నేర్పించాలి. పాఠశాలల్లో ఉపాధ్యాయులందరు గ్రూపులను
దత్తత తీసుకుని కార్యక్రమాన్ని నిర్వహించాలి.
15. వీటి గురించి అవగాహన కార్యక్రమాలు స్కూల్ కాంప్లెక్స్ ప్రధానోపాధ్యాయుడు స్కూల్ కాంప్లెక్స్లలో నిర్వహించాలి.
16. గణితం లో 4 ప్రక్రియలు రాని విద్యార్థులు 3, 2, 1 ప్రక్రియ రాని విద్యార్దులకు గ్రూపులుగా విభజింది సమవయస్కులను బోధన అభ్యాసకునిగా విభజించి సమ వయస్కుల బోధన అభ్యసన కు (Peer group learning ) ఎక్కువగా అవకాశం ఇచ్చి, ఎక్కువ అవసరమున్న పిల్లలకు ఉపాధ్యాయులు ప్రత్యక్షంగా శ్రద్ధ తీసుకుని బోధించాలి.
17. 3, 4, 5 తరగతుల తెలుగు వాచకాల్లో సంసిద్ధతా పాటలను చేర్చారు. వీటి ఆధారంగా పిల్లలకు చదవడం, రాయడం గురించి అభ్యాసం కల్పించి నేర్పించాలి,
18. వారంలో ఒకరోజు పిల్లలు ఏమేమి చేయగలుగుతున్నారో వారే గ్రహించేలా ప్రదర్శనలు ఏర్పాటు చేయాలి.
19. పిల్లలు కించపరచడం, లేదా చేయగలిగినవారితో పోల్చడం ఎట్టి పరిస్థితుల్లో చేయకూడదు. వారిని ప్రోత్సహించడానికి తరగతి వారీగా కనీస సామర్ధ్యాలు సాధించిన వారి పేర్లను తరగతి గోడ మీద లేదా నోటీసు బోర్డు మీద ప్రదర్శించాలి. వేగంగా నేర్చుకున్న వారిని అభినందించడానికి అసెంబ్లీ సమయంలో లేదా పాఠశాలలో జరిగిన సమావేశాలు సందర్భంగా చప్పట్లతో ప్రోత్సహించాలి. .
20. పిల్లలు కనీస సామర్థ్యాలను పాఠశాల సమయం అనంతరం నేర్పడానికి గ్రామాల్లోని విద్యాధికులు / స్వచ్చంద సంఘాల నాయకులు / చదువుకున్న యువతీ యువకులు | పదవీ విరమణ చేసిన ఉపాధ్యాయులు / ఉద్యోగుల సేవలు వినియోగించుకోవాలి. పదవీ విరమణ చేసిన వారు (retired but not tired ) వయస్సు రీత్యా ఉద్యోగ బాధ్యతలను తప్పుకోవచ్చు. కాని వారి లో సేవాభావాన్ని మనం వినియోగించుకోవడం ద్వారా మంచి ఫలితాలు సాధించవచ్చు ,
21. ఆగష్టు 31 తేదీ వరకు Attainment of Basic Competencies-ABC(మూలాల్లో కి వెళదాం) కార్యక్రమాన్ని అతి ముఖ్యమైనది గా భావించి తల్లిదండ్రుల సమావేశంలో అందరూ విద్యార్థులు చేయగలిగారని ప్రకటగలగలగాలి. అయితే 15 ఆగష్టు వరకు ఏ పాఠశాలల్లో నైతే పూర్తిగా సాధించి, ప్రకటించగల్గుతారో ఆయా పాఠశాల ప్రధానోపాధ్యాయులకు రాష్ట్ర స్థాయికి ఆహ్వానించి పాఠశాలలకు అభినందన పత్రాలు అందజేస్తారు.
అభినందించడం/ప్రోత్సాహకాలు అందించడం
* కనీస సామర్గాలు అనగా చదవడం, రాయడం, చతుర్విధ ప్రక్రియలు చేయగల్గిన పిల్లలను ఆ పాల ఉపాధ్యాయులను గుర్తించి అభినందించడం ద్వారా ప్రోత్సాహక వాతావరణాన్ని ఏర్పరచాలి. దీనికి ఎలాంటి ఆర్థిక భారం ఉండదు. చప్పట్లు కొట్టించడం, వారి గురించి ప్రశంసించడం, దండలు వేయడం, దాతలు సహకారంతో ప్రోత్సాహకాలు అందించడం వంటివి చేయాలి.
ప్రతి బడి లో కనీస సామర్ధ్యాలు అనగా చదవడం, రాయడం, చతుర్విద ప్రక్రియలు చేయ గల్గిన పిల్లలను గురించి పారశాల అసెంబ్లీ, ప్రజల యాజమాన్య కమిటీ సమావేశాల్లో వారిని, వారి తల్లిదండ్రులను చప్పట్లతో అభినందించాలి. దాత ల సహకారంతో ఆ పిల్లలకు నిఘంటువులు / కథల పుస్తకాలు/ సైకిళ్ళు వంటి వాటిని ఇవ్వడం ద్వారా ప్రోత్సహించాలి.
• కనీస సామర్ధ్యాలు సాధించిన విద్యార్థులు పేర్లు తరగతి వారీగా నోటీసు బోర్డు నందు రాసి ప్రదర్శించాలి.
బాల సాహిత్య వినియోగం
• పిల్లల్లో కనీస సామర్థ్యాలను పెంపొందించడానికి పుస్తక పఠనం అతి ముఖ్యమైనది. ఇందుకోసం పాఠశాలల్లోని గ్రంధాలయ | పుస్తకాలను, వార్తాపత్రికలు, మ్యాగజైన్లు పిల్లలకు ఇచ్చి చదివించాలి.
• భోజన విరామ సమయంలో పిల్లల స్థాయి కి తగిన పుస్తకాలను ఇచ్చి చదివించాలి.
మానిటరింగ్ మరియు సమీక్షలు
* స్కూల్ కాంప్లెక్స్ ప్రధానోపాధ్యాయులు, తమ పరిధిలోని అన్ని పాఠశాలలను 15 రోజులకు ఒకసారి సందర్శించి పిల్లల అభ్యసనాన్ని పరిశీలించేలా మానిటరింగ్ కార్యక్రమాన్ని కాంప్లెక్స్ ప్రధానోపాధ్యాయుడి రూపొందించాలి.
మండల విద్యాధికారికి కూడా పాఠశాలలను సందర్శించి పిల్లల ప్రగతి పరిశీలించాలి.
* జిల్లా స్థాయిలో జిల్లా విద్యాధికారి నాలుక మారు సమీక్షా సమావేశాన్ని స్కూల్ కాంప్లెక్స్ ప్రధానోపాధ్యాయులు నిర్వహించాలి. జిల్లా విద్యాధికారి కి కూడా నెలలో ఒకమారు ప్రతి మండలాన్ని సందర్శించి ఒక ప్రాథమిక పాఠశాల, ఒక ప్రాథమికోన్నత / ఉన్నత పాఠశాల ను సందర్శించి పిల్లల స్థాయిలు పరిశీలించాలి.
* జిల్లా స్థాయిలో సమగ్ర జిల్లా అధికారులు, జిల్లా విద్యా సంస్థ ప్రధానాచార్యులు, ఉపన్యాసకులు, డిఇడి కళాశాలల ఉపన్యాసకుడు Attainment of Basic Competencies-ABC (మూలాల్లో కి వెళదాం) కార్యక్రమం అమలు పరచడంలో, మానిటరింగ్ చేయడంలో జిల్లా విద్యాధికారి సహకరించాలి. జిల్లా విద్యాధికారి నేతృత్వంలో జిల్లా మానిటరింగ్ బృందాల ను ఏర్పరచాలి. వీరు ఒక నెలలో ప్రతి మండలాన్ని సందర్శించి కార్యక్రమం అమలు తీరుతెన్నులు గురించి జిల్లా విద్యారీరానికి నివేదిక సమర్పించాలి.
* జిల్లా సెక్టోరియల్స్ అధికారులు మండలాలు దత్తత తీసుకుని ఆయా మండలంలో జరిగిన ABC కార్యక్రమాలను పర్యవేక్షించాలి
* రాష్ట్ర స్థాయిలో ఎస్, సి.ఇ.ఆర్.టి,తో పాటు సమగ్ర జిల్లా అధికారులు దీంట్లో భాగస్వాములు కావాలి,
* ఆగష్టు చివరి వారం లో కనీస సామర్థ్యాల గురించి అంత్య పరీక్ష నిర్వహిస్తారు. కాబట్టి ప్రతి పాఠశాలలో విద్యార్థులందరూ కనీస సామర్ధ్యాలను సాధించగలిగేలా Attainment of Basic Competencies-ABC (మూలాల్లోకి వెళదాం) కార్యక్రమాన్ని విజయవంతం చేయాలి.
ఈ సందర్భంలో తమరికి సమర్పించునది ఏమనగా 2019-20 విద్యాసంవత్సరంలో పిల్లలందరూ కనీస సామర్థ్యాలను పొంది ఆ యా తరగతుల చెందిన వివిధ సబ్జెక్టుల లోని అభ్యసనా సామర్థ్యాలను సాధించేలా కృషి చేయాలి. పాఠశాలల వారీగా ప్రణాళికలు రూపొందించుకొని అమలు పరచాలి, పాఠశాల ప్రధానోపాధ్యాయుడు, కాంప్లెక్స్ పరిధి లోని పాఠశాలలకు

Learning Enhancement Programme English guidelines:
1. 3 R’s programme should be conducted for 45-60 instructional days.
2. Conduct pre-test to the students of class VI,VII,VIII and IX.
3. Prepare question paper for it. Model paper is enclosed.
4. Identify the students who cannot read and write. Record their details in the proforma-I (Proforma -I is attached). For them conduct 3R’s programme in the allotted period i.e., in the afternoon.
5. Action plan, day wise list of activities and process have been attached. However these are only suggestive. You can provide other activities taking from other sources but ensure that reading and writing happen meaningfully.
6. For the children who can read and write, provide them ample and meaningful practice in the construction of Discourses like conversation, description, biography, letter, story, essay, notice …..
7. Conduct achievement level test to the students at the of the 3R’s Programme.
Record their details in the proforma-II (Proforma –II is attached). In the activities, my name activity, marking the attendance, miming, language game, mind mapping and bridging the gap activities should be conducted. In addition to these you can provide other activities also.

LEP Implementation schedule:
• Baseline test:
Baseline test for all the students of Primary, Upper Primary and High Schools shall be completing..
• High Schools: Learning enhancement programme implementation shall be implemented in all High Schools of Govt. ZP, Aided, Model Schools, KGBVs, Residential Schools up to 45 to 60 days..
• PS, UPS: Learning enhancement programme implementation shall be implemented in Primary and Upper Primary schools including aided up to 45 to 60 days..
Guidelines to HM:
I. Pre Test/ Baseline test and also Endline test: Head Masters of Primary Schools, Upper Primary Schools and High Schools shall take up special remedial classes for the children separately with conducting some Baseline test and also Endline test for assessing the improvement. The existing material in schools i.e,

❁ Library books and
❁ Class I and II Text books may be used for the strategies to improve the basic competencies.
II. Staff Meeting: Head Master need to conduct a meeting with staff and define the roles and responsibilities of each staff member and
❁ Timings for remedial classes,
❁ Strategies,
❁ Targets and
❁ Develop plan of action for improvement with specific targets.
III. PostTest/End line Test: At the end they should conduct one end line test and furnish the report on progress to the concerned School Complex Head Master and Mandal Educational Officers. All the School complex Head Masters are responsible in their complex area for the implementation and improving the basic competencies.

All the District Educational Officers in the State are invited to the subject mentioned above, wherein SCERT is conducting a 3-day workshop for the preparation of pre-test question papers for the attainment of basic competencies from 02.07.2019 to 04.07.2019 at SCERT, Telangana, Hyderabad.
Therefore, the DEOs concerned are instructed to depute the persons as per the annexure to attend the workshop from 02.07.2019 to 04.07.2019 at SCERT, Telangana, Hyderabad. The participants shall be instructed to report to the Director, SCERT on 02.07.2019 at 10.30 AM without fail.
Telangana SCERT is going to implement Attainment of Basic Competencies ABC like LEP 3RS previously. TS SCERT conducting work shop on Preparation of Pre Test Question Papers for ABC. So State Council for Education Research and Training SCERT is going to replace ABC in the Place of LEP 3RS.
