TS TRT 2017 Teachers recruitment 2018 Appointing Authority in Telangana given to old Districts DEOs  GO Rt 40  . School Education Department – The Telangana State Direct Recruitment for  the posts of Teachers Rules, 2017–Designation of the Appointing Authority – Notification- Orders . Teacher posts recruitment District” means the erstwhile District that is Revenue District that was in existence prior to 11.10.2016 and also redefined the “Appointing Authority” as “The Officer designated by the Government in this regard”. The Government hereby designate the District Educational Officers of the erstwhile Revenue Districts of the State of Telangana that were in existence prior to 11.10.2016 as the appointing authority for appointment to the post of teachers in the Government and Local Body Schools. The appointing authority while making appointment shall consult the District Educational officers of the newly formed 31 districts carved out in the geographical boundaries of the erstwhile 10 districts which were in existence prior to 11.10.2016.

ORDER:
In the G.O.5th read above, Government issued orders framing rules for direct recruitment for the posts of teachers in exercise of the powers conferred by proviso to article 309 of the Constitution of India etc. and in supersession of the rules issued in G.Os 1st & 2nd read above.

2. According to the above “District” means a Revenue District as formed/ reorganised by the State of Telangana with effect from 11.10.2016 and the “Appointing Authority’’ means the District Educational Officer of the District concerned in respect of the posts of teachers in Government Schools, Mandal Praja Parishad Schools and Zilla Praja Parishad Schools and “Collector” means an officer  in-charge of a Revenue District..

3. The High Court of  Judicature at Hyderabad for  the  State  of Telangana and the State of Andhra Pradesh in its order 6th read above dated 24.11.2017 in W.P.No.37296/2017 specifically ordered that “Rule  2(5) and (6) of the 2017 Rules shall, henceforth, be read as the 10 districts of  the State of  Telangana, as  is  referred to  in G.O.Ms.529 dated
14.05.1976 and in Section 3 of the 2014 Act, and not the 31  districts created by the Government of Telangana in the exercise of the powers conferred on it by the Telangana District Formation Act, 1974”.

4.  In pursuance of the above High Court Order, the Government vide G.O.  7th read above redefined districts as “District” means the erstwhile District that is Revenue District that was in existence prior to 11.10.2016 and also redefined the “Appointing Authority” as “The Officer designated by the Government in this regard”.

5. Now, the Government is hereby designating the appointing authority for appointment to the posts of teachers in the Government and Local Body Schools.

6. Therefore, the following Notification shall be  published in  the Telangana Gazette:-

NOTIFICATION: 
In exercise of  the powers conferred under section 2(1)  of  the Telangana State Direct Recruitment for the posts of Teachers Rules, 2017, as amended from time to  time, the Government hereby designate the District Educational Officers of the erstwhile Revenue Districts of the State of Telangana that were in existence prior to 11.10.2016 as the appointing authority for appointment to the post of teachers in the Government and Local Body Schools. The appointing authority while making appointment shall consult the District Educational officers of the newly formed 31 districts carved out in the geographical boundaries of the erstwhile 10 districts which were in existence prior to 11.10.2016.
