 TS DSE Officials has ordered District Educational Officers to prepare cadre wise, post wise, management wise, subject wise School assistants, LFLHMs, GHMs seniority lists as per 33 new Districts . As per orders of DSE DEOs has prepared tentative seniority lists and received objections if any Discrepancies found in the seniority lists application received with evidences to concerned DEOs. After careful verification the final  Category wise (SGT, SA, LP, PET) post wise seniority list for Promotions are preparing accordingly. TS Teacher Promotion Seniority list 2023 District Wise SA HM Promotions Vacancy List download. School Education Department of Telangana, Commissioner and Directorate of School Education has started Teacher Transfers 2023 Process. Teachers invited to submit Online Application Form through Online Link will be available at transfers.cdse.telangana.gov.in  Teacher Transfer aspirants and long standing teachers  submitted  Online Application form up to 2023 with deatiled information like place of working duration of Working Date of Appointment , Date of Birth information for Prefferential points and other details and submitted . As per their working place category, Duration of Working Date of Appointment, Entitlement Points will be calculated and Entitlemnt points decide their Seniority for Transfers in the District. Now they are awaiting for seniority list. as per schedule the provisional Senoirity list  announnced  and the final seniority list to be released 2023. ప్రమోషన్లలో సీనియారిటీ లెక్కించే విధానం తెలుగులో వివరణ

నూతన జిల్లాల్లో సీనియారిటీ జాబితాలు ఎలా తయారు చేయాలి?
రాష్ట్రంలో పూర్వపు పది జిల్లాలు ముప్పై మూడు జిల్లాలుగా విభజించారు.
కొన్ని జిల్లాలు పాత మండలాలతోనే ఏర్పడగా, రెండు, మూడు పూర్వపు జిల్లాల్లోని మండలాలను కలిపి కొన్ని జిల్లాలను ఏర్పాటు చేశారు.
ఉపాధ్యాయుల అలకేషన్ అనంతరం ప్రస్తుత జిల్లాలో ఎస్జీటీలు, స్కూల్ అసిస్టెంట్స్ ఉమ్మడి సీనియారిటీ జాబితాలను, ఇంటర్ సే సీనియారిటీ జాబితాలను తెలంగాణ స్టేట్ & సబార్డినేట్ సర్వీస్ రూల్స్ లోని నిబంధనలు 33,34,35,36 లను అనుసరించి సమగ్రంగా రూపొందించాల్సిన అవసరం ఉంది.
1. SGT సీనియారిటీ:
ఎ) ఒకే జిల్లా ఉపాధ్యాయులు ఉంటే DSC ర్యాంకు ఆధారంగా సీనియారిటీ లిస్ట్ తయారు చేయాలి.
బి) వేర్వేరు జిల్లాల ఉపాధ్యాయులు కలిసి ఉంటే… తొలుత ఆయా జిల్లాలవారీగా DSC ర్యాంకు ప్రకారం సీనియారిటీ జాబితాలు తయారు చేయాలి. తదుపరి రెండు జిల్లాల ఉపాధ్యాయులను జాయినింగ్ తేదీ ప్రకారం, జాయినింగ్ తేదీ ఒకటే అయితే పుట్టిన తేదీ ప్రకారం పూర్వపు జిల్లా సీనియారిటీకి భంగం కలుగకుండా కంబైన్డ్ సీనియారిటీ జాబితా తయారు చేయాలి.

సీనియారిటీ లెక్కించే విధానం

ఒకే డీఎస్సీ ద్వారా నియామకమయి నియామకము ఉత్త్మర్వులు వెలువడిన 30 రోజులలో డ్యూటీ లో చేరిన
వారందరి పేర్లు సీనియారిటీ ప్రాతిపదికన సీసియారిటీ లిస్ట్‌ తయారు చేస్తారు. నిర్ణీత గడువు తర్వాత చేరిన వారిని (ప్రభుత్య అనుమతి తో) సీనియారిటీ లిస్ట్ చివరన వ్రాస్తారు. ఒకరి కన్నా ఎక్కువ ఉన్నచో వారిని మెరిట్ ప్రాతిపదికన వ్రాస్తారు. డ్యూ టీ లో నిర్ణీత కాలములో ఎవరు ముందు చేరిన వారిని లిస్ట్‌ లో మొదటగా వ్రాయరు.C&DSE Procs 7933/C2-2/01 Dt. 28-12-2001.

Counting Seniority C&DSE Guidelines

Public Service Commissioner or other Selecting Authority shall not be disturbed inter se with reference to the candidates position in such lists or panel while determining the seniority in accordance with this rules and notional dates of corrunenccinent of probation to extent necessary shall be assigned to the persons concerned with reference to the order of merit or order of preference assigned to them in the said In view of the above rule provision the District Educational Officers are hereby informed that the seniority to the class I officers of A.P.S.E.S.S. i.e. School Assistants language Pundits Gr. I./ P.D. Gr-ll whos were promoted shall be feted on the basis of their senionty in class Ill officers of A.P.S.I.S.S. i.e., SGBTs, Pandits Gr ll and PEts etc.. if the candidates have joined in the promotion posts within fifteen days from the date of receipt of promotion orders. The seniority in promotion post shall not be used on the basis of date of joining of these candidates in the promotion posts, but only on the basisof the seniority in the feeder cadre if they have joined within fifteen days from the date receipt of promotion.

ప్రమోషన్లలో సీనియారిటీ లెక్కించే విధానం తెలుగులో వివరణ

సీనియారిటీ, ప్రమోషన్సు రిజిస్టర్ల గురించి తెలుసుకుందాం.

DSC లోని మెరిట్ ర్యాంకు, DOB ల సహాయంతోనూ, SC, ST, PH, BC లకు కేటాయించిన రోష్టరు ప్రకారం తయారు చేసిన ప్రమోషన్ రిజిస్టర్నే మెరిట్ కం రోష్టరు రిజిస్టర్ అంటారు.

గౌరవ కోర్టువారు మెరిట్ కమ్ రోస్టర్ ప్రకారమే సీనియారిటీ లిష్టు తయారు చేయాలని తీర్పులిస్తున్నారు. గౌరవ భారత సుప్రీం కోర్టు వారు మెరిట్కి,రోస్టర్ ర్యాంకుకు అన్యాయం జరగకుండా పదోన్నతులు ఇవ్వాలని తీర్పునిచ్చింది. APSSSR 1996 రూల్సు నందుకూడా 33 నుండి 37 వరకు మెరిట్ కమ్ రోస్టర్ ప్రకారం సీనియారిటీ లిష్టులు ఎలాతయారు చేయవలసి ఉందో స్పష్టంగా ఉన్నది.

సీనియారిటీ లిష్టులు మెరిట్ కమ్ రోస్టర్ ప్రకారం తయారు చేసి, దీని ఆధారంగా ప్రమోషన్సు రిజిస్టర్ తయారు చేయాలి. ఈ ప్రమోషన్సు రిజిస్టర్లో ప్రమోషన్సులో రిజర్వేషన్లు ఉన్న SC, ST, PH అభ్యర్థులను రోష్టర్లో పెట్టి ప్రమోషన్సు ఇవ్వాలి .

సీనియారిటీ రిజిస్టర్ (లిష్టు): ఒకే సారి(DSC) లో సెలక్టు కాబడిన వారందరూ డేట్ ఆఫ్ జాయినింగ్ తో సంభందం లేకుండా మెరిట్ కమ్ రోస్టర్( DSC Appointment )ర్యాంకు ప్రకారం సీనియారిటీ లిష్టులు తయారు చేయాలి, ఈ రిజిస్టర్ ప్రకారం SC, ST, PH అభ్యర్థులు లిష్టులో చివరలో ఎక్కడ ఉన్నా మెరిట్ కమ్ రోష్టరు ప్రకారం ప్రమోషన్సు పొందుతారు.

3. ప్రమోషన్సు రిజిస్టర్: ప్రమోషన్సులో రిజర్వేషన్లు ఉన్న SC (15%) , ST(6%), PHC (3%) లకు రోష్టరు పాయింట్లు అడక్వసీ నిబంధనలకు లోబడి వర్తిస్తాయి

ప్రభుత్వ ఉత్తర్వు సంఖ్య 5 (ఐ.ఇ.) తేది 14-2-2003 ప్రకారము పదోన్నతుల పోస్టుల యందు కూడ ప్రభుత్వములోని అన్ని శాఖలలోని, అన్ని కేటగిరి పోస్టులలో 15% ఎస్సిలకు, 6% ఎస్టిలకు రిజర్వేషన్ కల్పించబడినది. ఆ ఉత్తర్వును అమలు చేయుటకు మార్గదర్శక సూత్రాలు GO.Ms.No.21 Dt. 1 8-03-2003 ద్వారా విడుదలయినవి.

@ అదే విధముగ 3% వికలాంగులకు కూడ రిజర్వు చేయబడినవి. (GO.Ms.No.42 Dt. 19-10-2011) అంధ ఉద్యోగులకు పదోన్నతులకు అవసరమైన డిపార్ట్మెంట్ పరీక్షల నుండి 5 సంవత్సరములు మినహయింపు కలదు. (G0.Ms.No.748 GAD Dt: 29-12-2008 ).

@ పదోన్నతులలో SC,ST & PHC కేటగిరీ లో అర్హులు దొరకానట్లయితే సంభందిత రోస్టర్ పాయింట్లు 2 సంవత్సరముల వరకు బ్యాక్ లాగ్ ఉంచాలి. రెండవ సంవత్సరం కూడా భర్తీ కానట్లయితే ఆ పోస్టులకు డీ – రిజర్వు చేసి తదుపరి సంవత్సరం మరల యధావిధంగా బ్యాక్ లాగ్ గా ఉంచాలి.

# SC , ST కేటగిరి లలో మహిళలు లేనిచో పురుషులలో భర్తీ చేస్తారు. ( G.O.Ms.No.18 Dt:17.2.2005 )

*SC : General : 7,16,27,41,52,62,72,77,91,97 (మొత్తం : 10)

*PHC : 6 ( అంధత్వం లేదా తక్కువ చూపు ) , 31 ( చెవుటి లేక మూగ ) , 56 ( అంగవైకల్యం ).

@ మిగిలిన 76 పాయింట్లు అన్నీ ఓపెన్ కేటగిరీ క్రింద అందరికీ కలిపి (మెరిట్ కమ్ రోస్టర్ ప్రకారం) పదోన్నతులు ఇవ్వబడతాయి ఓపెన్ కేటగిరీలో OC, BC, SC, ST,PH అభ్యర్ధులు అందరూ మెరిట్ కమ్ రోస్టర్ ర్యాంకు (DSC Appointment Rank) ప్రకారం ప్రమోషన్సు పొందుతారు, SC, ST, PH లు నిర్ణీత కోటా మేరకు పదోన్నతి పొందితే వారి కోటాలో అడక్వసీ చేరుకున్నట్లు. అప్పుడు వారి యొక్క రోష్టరు పాయింట్లు జనరల్ గామార్చబడుతాయి. ఇదంతా ప్రమోషన్సు రిజిస్టర్లో ఉంటుంది.

@ అడక్వసీ అంటే “ఒక కేడర్ పోస్టులకు సంబందించి, ఆ కేడర్లో SC,ST ,PHఅభ్యర్థులు తమకు కేటాయించిన పర్సంటేజి మేరకు ఇప్పటికే పనిచేస్తూ ఉంటే ,ఆ కేడర్ లో అడిక్వసీ చేరుకున్నట్లు”. అడిక్వసీ చేరుకుంటే తదుపరి ప్రమోషన్లకు రిజర్వేషన్ వర్తించదు.అప్పుడు వారి పాయింట్లు అన్నీ జనరల్‌ క్రింద మారతాయి. అప్పుడు అందరినీ కలిపి కామన్ గా మెరిట్ కమ్ రోస్టర్ (DSC Appointment Rank) ర్యాంకు ప్రకారం సీనియారిటి లిస్ట్ తయారు చేసి పదోన్నతులు ఇస్తారు.

వికలాంగ ఉద్యోగులకు పదోన్నతులలో 3% రిజర్వేషన్లు – విధివిధానాలు

భారత ప్రభుత్వ సూచనలు అనువర్తించుకుంటూ ఆంధ్రప్రదేశ్ రాష్ట్ర ప్రభుత్వము 30 జులై 1991 నుండి ప్రభుత్వ ఉత్తర్వులు సంఖ్య 115 ద్వారా అన్ని ప్రభుత్వ ఉద్యోగ నియమాకాల్లో అంగవికలురైన నిరుద్యోగులకు 3% రిజర్వేషన్లు ప్రవేశపెడుతూ 19 అక్టోబర్ 2011న ప్రభుత్వ ఉత్తర్వుల సంఖ్య 42ను విడుదల చేసింది. ఈ ఉత్తర్వుల ప్రకారం

@ ఉద్యోగుల సంఖ్య 5 కన్నా ఎక్కువ ఉన్న ప్రతి ప్రభుత్వ కేడర్లోను పదోన్నతులలో వికలాంగులకు రిజర్వేషన్లు ఇవ్వాలి.

@ పాయింట్ల పదోన్నతి రోస్టర్లో 6,31 మరియు 56 పాయింట్లను వికలాంగులకు కేటాయించాలి.

@ ఈ రిజర్వేషన్లు, సదరు పోస్టుకు పూర్తిగా అర్హతలున్నవారికే ఇవ్వాలి. విద్యార్హతలలో కానీ, శాఖాపరమైన పరీక్షల కృతార్ధతలో కాని ఎటువంటి మినహయింపు ఉండదు.

@ అంగవికలురు పనిచేయలేని కొన్ని పోస్టులకు తప్ప మిగిలిన అన్ని పోస్టులలో ఈ రిజర్వేషన్ విధానము అమలు పరచాలి. ఏ డిపార్ట్మెంట్ అయినా దానిలో కొన్ని కేడర్లకు ఈ రిజర్వేషన్లు అమలు పరచుట సాధ్యం కాకపోతే రోజుల్లో ఈ ఉత్తర్వులు ఇవ్వని శాఖనుండి మినహయింపు (Exemption) కు అనుమతి పొందాలి.

@ పదోన్నతులలో వికలాంగుల6,31,56 రోస్టర్ పాయింట్లలో అభ్యర్థులు దొరకపోతే సీనియారిటీలో అట్టడుగున ఉన్న వికలాంగ అభ్యర్థిని సదరు పాయింట్స్లో ఉంచి పదోన్నతి కల్పించాలి. సీనియారిటీ జాబితాలో పైన ఉన్న అభ్యర్థి క్రింది రోస్టర్ పాయింట్ కు తీసుకురాకూడదు. అతడు/ఆమె కు అతని సీనియారిటీ ప్రాతిపదికనే పదోన్నతిగా ఇవ్వాలి.

@ ఈ పద్ధతిలో పదోన్నతులు ప్రతి కేడర్లో 3% వికలాంగ అభ్యర్థులు కోటా సంతృప్తి పడేవరకు కొనసాగాలి. అట్లు పూర్తయిన వెంటనే పదోన్నతులలో వికలాంగులకు రిజర్వేషన్లు సంబంధిత కేడర్లో నిలిపివేయాలి.

@ పదోన్నతులలో వివిధ రకాల రిజర్వేషన్ అమలు పరుచు విధము (G.O.Ms.No.23 WCDE&DE Dt.26-5-2011) నియామకాలలో అనుసరించినట్లే వికలాంగులకు నిర్దేశించిన 3% రిజర్వేషన్లో గుడ్డివారికి 1%, చెవుడు/మూగవారికి 1%, చలనాంగాల వైకల్యత లేక మస్తిష్య పక్షవాతము ఉన్నవారికి 1% చొప్పున రిజర్వేషన్లు అమలు పరచాలి. వరుసగా 3 సైకిల్స్ లో వికలాంగులలో స్త్రీ లతో సహా పై మూడు రకాల అంగవైకల్యము కలవారికి పదోన్నతులలో రోస్టర్ పాయింట్లు కేటాయించాలి.

@ ఎస్.సి, ఎస్.టి.లకు పదోన్నతులలో రిజర్వేషన్ల ప్రక్రియ కొనసాగుతున్నది. కావున ఈ వికలాంగ రిజర్వేషన్ కొరకు ప్రస్తుతం అమలులో ఉన్న రోస్టర్ జాబితానే కొనసాగించవచ్చును. కొత్తగా రోస్టర్ జాబితాను 1వ పాయింట్తో ప్రారంభించనవసరం లేదు .

పై పాయింట్లలో 3 సైకిల్స్ పూర్తి అయిన తరువాత మరల 4వ సైకిల్ నుండి 6వ సైకిల్ వరకు ఆ పైన సైకిళ్లకు ఇదే విధానమును కొనసాగించుకోవాలి.

@ ఒక ప్యానల్ లేక పదోన్నతి సంవత్సరములో ఒక వికలాంగ విభాగమునకు చెందిన అర్హుడైన అభ్యర్థి దొరకపోతే, మరుసటి సంవత్సరమునకు (Next Succeding Year) అదే విభాగానికి, ఆ పోస్ట్ ను క్యారీ ఫార్వర్డ్ చేయాలి. మరుసటి సంవత్సరం కూడా అర్హుడైన అభ్యర్థి దొరకకపోతే ఈ 3విభాగాలలో మరొక విభాగమునకు గ్రుడి, చెవిటి, OH వరుసలో ఉన్న అంతరమార్పు (Interchange) చేసుకోవచ్చును. స్త్రీ అభ్యర్థి దొరకకపోతే పురుష వికలాంగునకు ఇవ్వవచ్చును.

@ పై మూడు విభాగములలో దేనిలోనూ అభ్యర్థులు దొరకకపోతే రెండవ సంవత్సరము వికలాంగత లేని అభ్యర్థిచే ఆ పోస్టును పదోన్నతి ద్వారా భర్తీ చేయవచ్చును.

@ ఉదాహరణకు 6వ పాయింట్ వద్ద అర్హుడైన గ్రుడ్డి స్త్రీ అభ్యర్థి దొరకపోతే ఆ ఖాళీని తదుపరి పదోన్నతి సంవత్సరమునకు క్వారీఫ్వార్డ్ చేయాలి. ఆ తదుపరి సంవత్సరము కూడా సదరు అభ్యర్థి దొరకకపోతే పురుష గ్రుడ్డి అభ్యర్థికి అవ్వాలి. పురుష అభ్యర్థి దొరకపోతే చెవిటి, మూగవారికి, వారుకూడా దొరకపోతే OH అభ్యర్థిచే పదోన్నతి ద్వారా భర్తీ చేయవచ్చును.

@ అదే విధముగా 31వ రోస్టర్ పాయింట్లో చెవిటివారికి పదోన్నతి ఇవ్వవలసి యున్నది. మొదటిసారి ఆ అభ్యర్థి దొరకకపోతే తదుపరి సంవత్సరమునకు ఆఖాళీని క్యారీఫార్వర్డ్ చేయాలి. అప్పుడు కూడా అభ్యర్థి దొరకకపోతే మొదటగా OH అభ్యర్థికి అవకాశము ఇవ్వాలి. వారు కూడా దొరకకపోతే గ్రుడ్డివారికి అవకాశమివ్వాలి. ఈ ఇద్దరూ దొరకకపోతే సీనియారిటీ ప్రకారం అంగవైకల్యము లేని అభ్యర్థిచే ఆ పోస్టు భర్తీ చేయవచ్చును.

@ ఇట్టే 56వ రోస్టర్ పాయింట్ వద్ద OH లేక మస్తిష్క పక్షవాతము ఉన్నవారికి పదోన్నతి ఇవ్వవలసియున్ని. మొదటిసారి ఆ అభ్యర్థి దొరకకపోతే తదుపరి సంవత్సరమునకు ఆ ఖాళీను క్యారీఫార్వర్డ్ చేయాలి. అప్పుడు కూడా అభ్యర్థి దొరకకపోతే మొదటగా గ్రుడ్డివారికి తరువాత చెవిటి, మూగవారికి అవకాశమివ్వాలి. వారు కూడా దొరకకపోతే సీనియారిటీ ప్రకారము వైకల్యత లేని అభ్యర్థికి అవకాశమివ్వాలి.
