    TS PRC 2021 Latest Updates:

    PRC GOs released

    The Telangana government has issued pay revision orders for government employees. The Finance Ministry has issued ten orders regarding employees and pensioners. Revised the pay revision scales of government employees. The increased wages will come into effect from July 1, 2018. The minimum wage for employees has been fixed at Rs 19 lakh. GHMC employees will be given 24 per cent HRA, Karimnagar, Khammam, Mahabubnagar, Nizamabad, Ramagundam, Warangal 17 per cent, 42 towns with a population of 50,000 to 2 lakh, 13 per cent and other areas 11 per cent.
     
     
    Key Points of PRC 2020
    •  The Revised Pay Scales, 2020 shall be deemed to have come into force on and from 01.07.2018.
    •  The monetary benefit shall be allowed from 01.04.2020.
    •  The arrears for the period from 01.04.2020 to 31.03.2021 shall be paid at the time of superannuation of the Government employee or to the legal heirs in case of demise of the employee.
    •   The arrears for the period from 01.04.2021 to 31.05.2021, will be paid during the financial year 2021-22.
    •  The salary in the Revised Pay Scales, 2020 will be paid from the month of June, 2021 payable in July, 2021.

    Cabinet approves PRC:
    • Government employees, contracting, outsourcing of state employees, including the staff and pensioners (921037 people), will benefit 30 per cent PRC Fitment  announced by CM KCR in Assembly, the Chief Minister announced  K.Chandrasekhar Rao’s PRC statement was approved by the Cabinet.
    •  The increased PRC has decided to implement and pay the salary from the month of June. The Cabinet has decided to implement Notional Benefit from 1.7.2018, Monetary Benefit from 1.4.2020 and Cash Benefit from 1.4.2021. It directed the authorities to issue orders in this regard.
    • The Cabinet has decided to pay the arrears due to the pensioners from 1-4-2020 to 31-5-2021 in 36 installments.
    • It decided to grant 180 days maternity leave to KGBV contract employees. 
    • The Cabinet decided to remove the limit on HRA

    TS PRC 2021 announced with 30 per cent fitment by CM KCR to TS govt employees, teachers 

    • Telangnana Chief Minister Sri. K Chandrashekhar Rao garu announced 30% fitment for all the govt employees and teachers under the 11th Pay Revision Commission 2021.
    • The orders will come into force with effect from April 1, 2021. The superannuation age/ retirement age also has been increased for employees and teachers up to 61 years.
    •   The announcement will benefit around 9.17 lakh employees working the State in terms of salary hike.
    • The previous governments in erstwhile Andhra Pradesh, the State government has decided to implement the PRC recommendations to contract and outsourcing employees, homeguards, Anganwadi and ASHA workers, SERP employees, Vidya Volunteers, KGBV and SSA employees, grant-in-aid, work charged and daily wage employees.
    • Further, the Chief Minister increased the gratuity at retirement for the employees from Rs 12 lakh to Rs 16 lakh.
    • He also decided to reduce the age limit for providing the additional quantum pension of 15 per cent for the employees from 75 years to 70 years.
    • It was decided to provide family pension to the bereaved family of employees under the Contributory Pensions Scheme, in case of untimely death of the employee. 

    Master Scale and its Segments

    The Pay Revision Commission 1993 introduced the concept of ‘Master Scale’ for the first time. This has the advantage of a single running scale for the entire gamut of the State employment, individual scales assigned to the posts / categories being merely segments thereof and the merit of predictability.

    For determining the Master Scale, factors taken into consideration are

    • Minimum and Maximum pay;
    • Number of pay scales;
    • Span of pay scales at various levels;
    • Rates of increments; and
    • Inter – scale relativity.

    This concept of ‘Master Scale’ is being continued with slight modifications from time to time by the successive Pay Revision Commissions. This time also the employees and their associations have overwhelmingly endorsed the continuation of ‘Master Scale’, with minor modifications.

    The minimum and the maximum having been fixed the issue now for consideration is the number of scales which are to be carved out of the Master Scale and the span of each one of the scales. Keeping in view the predominant view of employees, the Commission recommends the ‘Master Scale’ to comprise of 32 grades and 80 segments.

    Since the tradition in the State has been to revise the pay every five years, the DA sanctioned as on 1/7/2018 is subsumed in the Revised Pay Scale. The new Master Scale recommended by this Commission for adoption from 1/7/2018 is as follows in Rupees:

    In the proposed scale the highest is to be assigned to Law Secretary besides Secretaries of Legislature, Additional Secretaries to Government and some Heads of Departments.   If the Law Secretary is from Judicial Department, as is the current practice, he will continue to remain in the Scale recommended by the National Judicial Commission and adopted by the States.

    24% of Basic Pay (where the population is more than 50 Lakhs)

    17% of Basic Pay (where the population is more than 2 Lakhs)

    (a) Towns  where population is more than 50,000 and less than 2 Lakhs

     The above rates are recommended by the PRC without any ceiling  limit.  The HRA rates be increased to 27%, 18.5%, 14%, 11.5% when the Dearness Allowance exceeds 50% of the basic pay.   

       The Commission also recommends that the existing rules with regard to payment of HRA at the rates applicable to the places located within the periphery of 8 KMs for the towns / cities concerned be continued.

    ADDITIONAL HRA IN LIEU OF RENT FREE ACCOMMODATION

    The Government has been declaring certain posts in several departments as eligible for rent free accommodation.   This is because their presence is essential for the discharge of duties not only during normal office hours but also beyond those hours.  At times the supervisory authorities are required to stay in the hospitals, projects, institutions etc., throughout the day and night.  But Government may not be in a position to provide accommodation on the premises or in the vicinity of the institution.   Therefore, the Government officials are required to stay in a private accommodation near their place of duty. Government had declared various categories of employees who are entitled for rent free accommodation from time to time. If rent free accommodation is not provided, Government have been allowing Additional HRA to meet the additional cost.
