TS PRC 2021 Master Scale & its Segments in Revision of Pay Scales
Chief Minister of Telangana has announced 11th Pay Revision Commission in Assembly on March 22nd, 2021 the implementation of the 11th PRC with 30% fitment and increasing the retirement age to 61 years from 58 years. All the State government employees, teachers, pensioners, contract and outsourced staff, VVs, KGBV and SSA staff, ASHA and Anganwadi workers, SERP employees, homeguards, VRAs, VAOs, daily wagers, work-charged staff and grant-in-aid workers, totaling 9,17,797 would benefit from the pay revision.

Telangana PRC GO 2021 Telengana Revised Master Scale DA HRA CCA AAS Rates :

Telangana PRC G.O’s were regarding Dearness Allowance (New DA), House Rent Allowance (HRA), Automatic Advancement Scheme (AAS) and City Compensatory Allowance(CCA). However, these G.O’s were regarding revised pay of working employees and Teachers. Telangana State Government needs to release separate orders on other allowances, automatic advancement schemes, pensioners and pensionary benefits.

The Telangana government has issued pay revision orders for government employees. The Finance Ministry has issued ten orders regarding employees and pensioners. Revised the pay revision scales of government employees. The increased wages will come into effect from July 1, 2018. The minimum wage for employees has been fixed at Rs 19 lakh. GHMC employees will be given 24 per cent HRA, Karimnagar, Khammam, Mahabubnagar, Nizamabad, Ramagundam, Warangal 17 per cent, 42 towns with a population of 50,000 to 2 lakh, 13 per cent and other areas 11 per cent.

As per Official sources the news about PRC 2021 GOs released 

1.  Govt decided 12months Arrears will pay in one time those employee age less than 58 years
2.  Incase of age nearer to 58 years arrears will pay after 61 years complete pensioners
3. PRC effected from 01.07.2018.
4. from 01.07.2018 to 31.03.2020 notional.
5. from 01.04.2020 to 31.05.2020 monitor benefit.
6. from 01.06.2021 cash 
7. who were retired on or before 30.06.2018,,their fixation prepared by STO/DTO.
8.  who were retired on or after 01.07.2018 their fixation prepared by concerned DDO, and submit to concern STO/DTO.
9.  After fixation approve by STO /DTO, Revised pension papers, must and submit to the AG Office.

Main Key points of these Telangana PRC GO’s are:

• Master scales from Rs.19000/ – Rs.162070 with revised salaries will continue with 80 segments and 32 Grades. 30.392 DA availed up to July 1st, 2018 will add in their scale.
• PRC GO’s of employees will be released for Telangana State.
• Employees in grade between 1 – 32 are eligible for stagnation increments.
• Employee can do their pay fixation from the date of 01-07-2018.
• The increment date should not exceed 30th June 2018.
• Enhancing Child Care Leave (CCL) From 90 Days To 120 Days In Case Of Normal Children
• Continuing existing practice of following Gol in sanctioning DA twice a year
• Encouraging employees to go in for house loans from commercial banks by government suitably subsidising interest rates
• Increasing quantum of various loans and advances if such an arrangement is pending
• Streamlining cashless treatment under EHS by collecting 1% basic pay from employees and 1% basic pension from pensioners and creating a ‘separate reserve’
• No special increment for possessing higher qualifications
• For every 1% increase in DA sanctioned by the Centre, the DA to be sanctioned by the State to its employees would be 0.910 per cent for the DA starting from January 1, 2019.

• 30% HRA Reduce to 24%
• 20% HRA Reduce to 17%
• 14.5% HRA Reduce to 12%
• 12% HRA Reduce to 11%

Pay fixation claims shall be prepared in three parts:

• Part-I: From 01-07-2018 to 31-03-2020 for which the fixation is notional.
• Part-II:From 01-04-2020 to 31-05-2021, for which arrears of pay fixation in the Revised Pay Scales, 2021, are to be paid as per the orders that will be issued separately
• Part-III: From 01-06-2021 onwards to the date of fixation of pay in the revised Pay Scales, 2021 for which the arrears shall be paid in cash.

 The above rates are recommended by the PRC without any ceiling  limit.  The HRA rates be increased to 27%, 18.5%, 14%, 11.5% when the Dearness Allowance exceeds 50% of the basic pay.   

   The Commission also recommends that the existing rules with regard to payment of HRA at the rates applicable to the places located within the periphery of 8 KMs for the towns / cities concerned be continued.

ADDITIONAL HRA IN LIEU OF RENT FREE ACCOMMODATION

The Government has been declaring certain posts in several departments as eligible for rent free accommodation.   This is because their presence is essential for the discharge of duties not only during normal office hours but also beyond those hours.  At times the supervisory authorities are required to stay in the hospitals, projects, institutions etc., throughout the day and night.  But Government may not be in a position to provide accommodation on the premises or in the vicinity of the institution.   Therefore, the Government officials are required to stay in a private accommodation near their place of duty. Government had declared various categories of employees who are entitled for rent free accommodation from time to time. If rent free accommodation is not provided, Government have been allowing Additional HRA to meet the additional cost.

Steps to Calculate the Telangana New PRC Basic 2021

How to Calculate Basic Pay in New PRC 2021:
From the date on which the Government will implement the PRC, Basic Pay (Basic Pay received by Employee), DA, which is the employee receives on basic pay and Fitment will be announced by the government. All these three components will be the new basic pay (Approximately) in PRC Telangana 2021.

Steps to Calculate the Telangana New PRC Basic 2021:

• First the Basic Pay as on 1.7.2018 is to be taken
• Then DA as on 1.7.2018 is to be taken. DA as on 1.7.2018 is @ 30.392%
• Fitment announced by CM is 30%
• Now the Basic + DA as on 1.7.2018 + Fitment is the New Ground Basic for TS NEW PRC 2021
• The Pay will in the next stage of the Master Scale as announced in the TS PRC REPORT, higher than the ground Basic.
